Mark is from Chicago, Illinois. He received a bachelors from Dillard University in New Orleans, Louisiana. He also received a Doctor of Philosophy in African American Studies from Clark Atlanta University.

Mark is a Independent Educational Consultant and Member of the Independent Educational Consultants Association. He previously worked as a Fulton County School resource Officer, and a certified instructor of Law Enforcement Officer's response to Weapons of Mass Destruction with FEMA and the Department of Homeland Security.  He also served as a Professor of Current Issues in African American Studies and Introduction to Women Studies at Clark Atlanta University. He also served as a Community Relations Officer, Sergeant, and Shift Supervisor at Clark Atlanta's Department of Public Safety.

Dr. Mark Baker is currently city council member representing District 7 in South Fulton. He was elected in 2017, and is serving his second term. He was the first city council member elected to this district and is the Chairman of the Council. He was selected by the Council to serve as Mayor Pro Tem between 2018 and 2020.

As a city council member, he passed a resolution that would make it unlawful to install 5G towers without properly assessing public health risks of building that tower.
