David Scott is from Aynor, South Carolina. He has lived in Pennsylvania, New York, and Florida through out his young years. He received a bachelors of arts from Florida A&M University in 1967, and a masters of business administration from the University of Pennsylvania in 1969.

He is the owner of an advertising business called Dayn-Mark Advertising. He also created a PBS Emmy-award winning television product called "Langston!" and he created and voiced the national radio program "Inside Black America."

David Scott is currently the US Representative representing Georgia's 13th Congressional District. He was elected in 2002 and has served 10 ten terms. Dr. Mark Baker is currently city council member representing District 7 in South Fulton. He was elected in 2017, and is serving his second term.
