Terry earned his degree in Finance from the Georgia Military College and a Bachelor of Science from World Changer’s Bible College. He also obtained master's and doctorate degrees in Theology from Restoration Theological Seminary. Baskin lives in Clayton County with his wife, LyCynthia, and their daughter. They are members of Lakewin Christian Center International, where Terry serves as an associate pastor.

Terry currently serves as the secretary and treasurer of the Development Authority of Clayton County. He previously worked as an officer and accountant in the Atlanta Police Department, an executive assistant to the Chairperson of the Clayton County Board of Commissioners, and the Chief Deputy Tax Commissioner.
