Raphael grew up in Savannah, Georgia. Raphael earned a bachelor's degree at Morehouse College and a master's degree in divinity, master's degree in philosophy, and Ph.D. from Union Theological Seminary.

Raphael has served as the senior pastor of Ebenezer Baptist Church in Atlanta since 2005. Before his role at Ebenezer, he served as the senior pastor of Douglas Memorial Community Church in Baltimore, Maryland, and an assistant pastor of Abyssinian Baptist Church in Harlem, New York.

Reverend Raphael Warnock is the current junior Senator representing Georgia. He is a member of the Senate Agriculture, Nutrition and Forestry Committee, where he chairs the Subcommittee on Commodities, Risk Management, and Trade. He is also a member of the Senate Committee on Banking, Housing and Urban Affairs, where he chairs the key Financial Institutions and Consumer Protection subcommittee. He also serves on the Senate Commerce, Science and Transportation Committee, the Senate Aging Committee, and the bicameral Joint Economic Committee.
