He also worked at Three Springs Ministries, first as director of program development and then as general manager. Clint also worked in the family store, Owlett’s Sunshine Farm Market, where he learned the fundamentals of running a small business in Pennsylvania.

“The budget we were presented with and passed yesterday resolved critical concerns we had when the governor introduced his proposal in February. This budget brought spending down to $50.8 billion while avoiding new taxes for Pennsylvanians and leaving the state’s Rainy Day Fund intact. However, this was certainly not a budget we would have written ourselves and demonstrates how compromise serves an imperative role in the budgeting process.

Pickett, Owlett: Pennsylvania Budget Passes Without Touching Rainy Day Fund, Highlights Need for Future Growth

“Housing is one of our most foundational needs, as it supports good health, stable employment and overall well-being,” Owlett said. “I am pleased to support investments in these key programs that are taking a multi-pronged approach to combatting the housing challenges we face in Bradford County.”

“No budget is perfect, and what we’re seeing this year is no exception. Although we were able to bring spending significantly down from the original proposal, it is still beyond what we would like to see for Pennsylvania. We are pleased to have a budget in place but are committed to continuing our work to grow our economy, increase revenues and expand opportunities for the people of the Northern Tier.”

He has sponsored several bills that have become law, including ones to help infants and children born to opioid-dependent adults, give law enforcement additional tools to combat the opioid epidemic and establish the Dairy Investment Program to help the state’s struggling dairy industry. He has also been a leader in tackling the challenges to maintaining the region’s creeks and streams to prevent flooding and protect lives and livelihoods. He is a strong advocate for the unborn, and policies that will ensure all children have access to a quality education regardless of their ZIP code.

Advocates for promoting charity care options available through the region's nonprofit health care systems.

What do you see as the most pressing issues facing residents of your district, and how would you address them?
Healthcare, Mental Health and Hyperscale data centers. We currently have a non-profit healthcare system in our region consisting of UPMC, Guthrie and Geisinger and because of this a program called charity care needs to be pushed to the public and make them aware of options available to them.

VOTE411 Voter Guide: Pennsylvania State Representative District 68

Proposes partnering with Keystone NAMI to establish a local affiliate that helps rural residents awaiting mental-health diagnosis and treatment.

Mental Health can be helped in our rural area by partnering with Keystone NAMI and establishing a local affiliate that would help cover the gap during the current 6-12 month wait time to get diagnosed and receive treatment Hyperscale data centers need to be put on pause through a statewide moratorium, that would then give local officials and leaders more time to pass zoning and ordinances to ensure the Hyperscale data centers remain out of our backyards.

Healthcare

“We were impressed with how educational spending was handled this year, with schools again sharing $100 million for facility improvement projects. A $10 million investment in career and technical schools and retaining the Educational Improvement Tax Credit program demonstrates the Commonwealth’s dedication to school choice – supporting our children and the next generation of Pennsylvanians.”

“We’re calling on the PIAA and school boards across the Commonwealth, who have not already acted to protect their girl athletes, to enact policies now,” said Owlett. “We are thankful for the nearly two dozen school districts here in Pennsylvania and the 27 states nationwide who have taken seriously protection of our girl athletes.”

“The impact fee continues to play a vital role in supporting our communities, helping to address the impacts of drilling activity while also enabling us to reap the benefits of the jobs created,” Owlett said. “With energy demand on the rise across the Commonwealth and the nation, our natural gas industry is more important than ever.”

“Of course, there are things we would have liked to have seen included in the budget agreement, such as support for our emergency services departments that are struggling to continue their life-saving mission, and the permitting changes we need to empower our communities to protect themselves against extreme flooding as we just experienced last week. We will continue to advocate for these initiatives until they come to fruition.”

Proposes a statewide moratorium on hyperscale data centers while local officials develop zoning and other ordinances.

Supports statewide standards for data-center impacts while allowing municipalities to enact stricter local regulations.

Should the state legislature enact laws concerning the impacts on water, energy, or land use from the development and operation of data centers? Would state regulation of data center development and operation interfere with the authority of municipalities to establish ordinances under the MPC (Municipal Planning Code)?
Yes, the state should set base standards and then allow for the municipalities to make more stringent rules and regulations. The argument that it would interfere with the authority of the municipality is outright propaganda.

Calls for laws to prevent Pennsylvania residents from paying energy and grid-upgrade costs for Virginia data centers.

We must remember that there is always another municipality downstream that can be affected by those upstream, toxins and pollution will always travel downstream. We currently see PA residents covering the energy costs and grid upgrades for the data centers in VA, there needs to be laws enacted to stop this practice and return rates in PA to a more reasonable price.
