The first piece of legislation would allow Property Tax/Rent Rebate (PTRR) claimants to deduct the money spent on utilities, such as electricity, water and natural gas bills, from their income when claiming a rebate. This would result in more people qualifying for the PTRR or larger rebates.

Hogan Introducing Legislation to Help Residents with Rising Energy Costs

The second piece of legislation also adds an energy element to the PTRR, by creating a new supplemental rebate to help claimants with energy costs. Claimants would be eligible to receive up to $250 for any qualified energy costs accrued the previous year.

HARRISBURG – Rep. Joe Hogan (Bucks) recently announced he will be introducing legislation that would allow a second-class township the option to create a rebate program to offset the cost of any stormwater fee they charge to homeowners. Lower Southampton, Middletown and Northampton are second-class townships.

Hogan’s legislation would not mandate the creation of a rebate program for second-class townships. Rather, each municipality would set its own conditions on qualification if they adopted such a program.

HARRISBURG – For this year’s Tax Day, Rep. Joe Hogan (R-Bucks) is calling on the Pennsylvania House Finance Committee to pass Senate Bill 527 out of committee and allow the full House to vote on the legislation.

Senate Bill 527, proposed by Sen. Frank Farry (R-Bucks), would ensure that municipalities are reimbursed for wage taxes collected from their residents by the city of Philadelphia.

Proposes a tax credit of up to $3,000 for qualifying youth-sports expenses, including equipment, travel, and team fees.

Hogan’s second piece of legislation would create a tax credit of up to $3,000 to offset the costs of qualifying expenses related to youth sports, including equipment, travel costs and team fees. The credit would be available for costs for all levels of competition, ranging from competitive travel teams to friendly club play.

“Both pieces of legislation will hit on two issues I care deeply about - affordability and the health of Pennsylvanians,” said Hogan.

HARRISBURG –Rep. Joe Hogan (R-Bucks) has announced a $150,000 grant to establish a Dual Enrollment to Early Childhood Teaching Pipeline Program in Bucks County.

“Families deserve access to quality early childhood education, and that starts with having qualified educators in the classroom. This training program will give our students the ability to enter the classroom as instructors sooner and with a strong background,” Hogan said.

Education

HARRISBURG – Rep. Joe Hogan (R-Bucks) today announced that he plans to introduce legislation that would protect individuals from potentially predatory sales tactics utilized by certain utility suppliers.

This legislation would amend the Public Utility Code to require electric and natural gas distribution companies maintain a “Do-Not-Switch List” of accounts. Upon the request of an account holder, or a person who has power of attorney for the account holder, the account holder's name may be placed on the do-not-switch list.

This would be done under the guidance of the Public Utility Commission and would help ensure that overly forceful sales tactics and unauthorized switching of suppliers, sometimes referred to as “slamming,” could not be utilized against vulnerable Pennsylvanians.

Many communities in our Commonwealth have been the victim of gun store robberies. These kinds of robberies typically spawn further crime as the stolen weapons are used to threaten, hurt, or murder others as well as to support other criminal operations.

Current law imposes a heightened penalty for the crime of burglary when the intent of the actor is to commit a theft of a controlled substance. My legislation would expand this heightened penalty to apply where the intent of the actor is to commit a theft of a firearm. The bill would also allow for trying juveniles as adults who commit this crime as well as increase penalties for those who conspire to commit this crime.

There will also be additional penalties if any of the stolen guns are used for further crimes.
