Let me mention property taxes first. I introduced property tax legislation a few months ago that came within one vote of passing. I will continue to press for property tax elimination.

Vote411 Voter Guide: Pennsylvania State Representative District 128

What are your thoughts on the state budget process? What changes, if any, would you support so that the budget is enacted in a timely manner? Pennsylvania needs on-time, balanced state budgets that give school districts, nonprofits, businesses, state agencies, and families the certainty they need to plan responsibly. I will continue to hold the House majority accountable and fight for timely budgets that deliver clear, reliable state funding—not last-minute uncertainty.

Our state Rainy Day Fund is earning hundreds of millions of dollars for us in interest each year. Spending that account down for one-time expenses is unwise, and I have resisted such efforts this year, and I will continue to do so.

Gillen Issues Statement on 2026-27 State Budget

My recent ‘no’ vote on the state budget reflects my concern about spending more money than we are taking in via tax revenue. State government must live within its means, just like the families in our communities do.

Gillen Votes 'No' to 2023-24 State Budget

Opposes Pennsylvania American Water's proposed rate increase and plans to introduce legislation to constrain unethical corporate behavior.

I testified at a Public Utility Commission hearing against the atrocious rate increase propose by PA American Water. I will continue to identify unethical corporate behavior wherever and whenever it exists, and I will move to constrain it legislatively.

Healthcare

As a chairman of the House Veteran Affairs and Emergency Preparedness Committee, I support the additional law enforcement investment allocated to add hundreds of Pennsylvania State Troopers. Our veterans deserve the best in elder care, and I endorse the proposal for an additional 10% going to support our Commonwealth Veterans Homes. As an educator, I have consistently voted for increases in education funding for pre-K counts through higher education.

Gillen Says Our Servicemen and Women Remain Priority Post-Budget Address

Supports increased investment in career and technical education and preserving school choice.

The electorate has chosen a divided government in Pennsylvania, and while there are differences in budgeting approaches, there is little difference on issues such as helping frail elderly retired teachers, increasing investments in career and technical education, and preserving school choice.

Education

Should the state legislature enact laws concerning the impacts on water, energy, or land use from the development and operation of data centers? Would state regulation of data center development and operation interfere with the authority of municipalities to establish ordinances under the MPC (Municipal Planning Code)? I have supported PA House bills that would prevent data centers from being built in the midst of our community. These data centers would drive up the cost of energy and water bills (which are already unconscionably high).

Supports bills in the Pennsylvania House to prevent data-center construction in his community.

Energy & the Environment

As a former Pennsylvania correctional officer and longtime emergency medical technician, I commend Gov. Josh Shapiro’s 2026-27 budget proposal for its inclusion of funding to support additional classes of Pennsylvania State Police troopers. This measure represents a meaningful step toward strengthening public safety across the Commonwealth, and I fully support efforts to enhance law enforcement resources in our communities.

Gillen Backs First Responders, Calls for Fiscal Responsibility

The federal government has a responsibility to enforce the rule of law and work to guarantee our public safety. Period. Our current failed immigration policy is not only dramatically placing the public at risk, but it is substantially draining resources that could be deployed to help those with legitimate needs.

What changes, if any, would you support to enable better access, ensure security, and support the processes of our elections? It is common practice in our community to provide identification when engaging in commerce and civic activities. It is reasonable to expect that voters should produce identification before voting.
