Buket Urgen

I’ve lived in this district for over 20 years. I grew up in Gilbertsville/Boyertown in a blue-collar family where service and hard work were core values. My father served in the Air Force National Guard - a legacy of service that continues through my oldest son, a veteran of the Afghanistan war.

Meet Andy

That work ethic carried through my college and professional career. At Lycoming College, I earned a degree in History and certification in secondary education while competing in both football and lacrosse.

My commitment to service extends into the classroom. I’ve taught in alternative education, special education, vocational programs, and now serve as an online instructor. I earned a Master’s in Special Education from Alvernia University and was honored with the Citadel Heart of Learning Award as High School Teacher of the Year.

Timely, Transparent Budgets
I’ll push for on-time state budgets that prioritize community needs.

Our Platform

Fighting for Our Municipalities
I’m committed to keeping water and electricity utility prices down. I will work tirelessly to ensure fair rates, prevent unnecessary hikes, and protect families from rising costs. Affordable utilities mean stronger communities!

Infrastructure Investment
I’ll improve roads, bridges, and public transit to connect communities.

Advocates for proportional taxation to reduce burdens on working families and older residents.

Fair Tax Code
I’ll advocate for proportional taxation that eases the burden on working families and the elderly.

Modernize School Infrastructure – Build Pride, Reduce Taxes
I’ll advocate for funding to renovate aging school buildings across our school districts. Pride in where our students learn needs to be a priority again. Assisting our schools with projects reduces local tax burdens and promotes pride, making it a desirable place for future homeowners to live and kids to learn.

Fair Funding for All Schools
I’ll fight for equitable state education funding to ensure every child has the resources to succeed.

Restructure School Format
I’ll explore year-round schooling. Our kids are falling behind other countries across the globe. They need more time in education to catch up—and in time, lead!

Promotes expanded trade training, business partnerships, and microcredentials for public-school students.

Future-Focused Job Training
I’ll promote vocational school training with increased time spent on trades in public schools. I’ll partner with businesses to ensure student readiness and job opportunities. Provide students with the opportunities to graduate high school with micro credentials; kids can use for real jobs.

Calls for ending state standardized testing and using competency certificates for jobs and higher education.

Eliminate State Standardized Testing
State testing has hindered student preparedness for real-world applications. We’ve seen enough! It’s time to say goodbye to standardized testing and instead earn certificates that demonstrate competency for jobs and higher education.

Education

Maximize Responsible Energy Production (REPs)
I’ll support balanced development of timber, natural gas, oil, coal, solar, and hydro. MAX REPs! I’ll back policies that reduce energy costs and diversify our energy portfolio.

Secure Independent and Reliable Energy
Energy demands are skyrocketing. I’ll invest in our century-old power grid and promote public school education for training in the energy trades. I’ll develop apprenticeships that partner with energy companies.

Should the state legislature enact laws concerning the impacts on water, energy, or land use from the development and operation of data centers? Would state regulation of data center development and operation interfere with the authority of municipalities to establish ordinances under the MPC (Municipal Planning Code)?
What I have heard at meetings and from residents is that this is a very concerning topic. They are already stretched thin with the cost of utilities and daily living expenses, to have the possibility that they could go up even more due to data centers is earth-shattering. Much of the control is in local hands, but having another layer of safeguarding related to keeping data centers in check from being a detriment to communities is needed. It is a brand new evolution of our technology improvements. It is no different than automobiles and internet safety when they entered the scene. Having additional safeguards is commonsense and holding collaborative conversations with local government can be a win-win for all.

Eliminate State Emission Tax on New Car Purchases
Emission testing on brand-new vehicles is a tax. Over 96% of new cars pass emissions. Manufacturers can do better without consumers paying a tax on emissions.

Plans to invest in the power grid and develop energy-company apprenticeship programs.

Energy & the Environment

Proposes a one percent state income-tax reduction for first responders to aid recruitment and retention.

Reward and Recruit through Lower Income Taxes
I’ll propose a 1% reduction in State Income Tax for First Responders to help recruit and retain these vital professionals.

Public Safety

What changes, if any, would you support to enable better access, ensure security, and support the processes of our elections?
Reading the studies and court cases involving recent election integrity, it is clear that this is not as detrimental as it may seem in some outlets. We have held free and fair elections since our inception. Will there be areas where we can improve? Absolutely. We should always be vigilant in securing elections, but we should not disenfranchise or impede citizens from casting their vote. One area that I feel is a simple solution for helping people get out to vote is to make election days (general and primary) holidays. Too often, I've heard people share that they don't have time before or after work due to long lines or traffic getting there. This is an easy fix to celebrate voting and ensuring access to vote!

Supports election security without restricting voting access and supports making primary and general election days holidays.
