HARRISBURG – Rep. Jamie Barton (R-Berks/Schuylkill) issued this statement following the governor’s budget address yesterday: “Gov. Josh Shapiro swung and missed. “As families and seniors are looking for a responsive state government seeking to lower costs across the board, Gov. Shapiro brought out a cookie cutter approach of the tried-and-failed ‘spend billions today and raise taxes tomorrow.’ “The last two Democrat governors’ support of the Regional Greenhouse Gas Initiative (RGGI) left Pennsylvania’s energy industry languishing.”

Barton: Governor Opened the Door but Chose the Wrong Direction Again

HARRISBURG – State Reps. Eric Nelson (R-Westmoreland), Kyle Mullens (D-Lackawanna) and Jamie Barton (R-Berks & Schuylkill) announced plans to introduce legislation creating accelerated data center permitting. Barton said: “The path is clear, better environmental outcomes can be achieved when developers are empowered to innovate, design and implement advanced techniques to increase field performance,” said Barton. “Engineers, and artificial intelligence, can pre-determine specific air emissions generated from multiple-sized power plants. If engineering stamps and site designs meet or exceed federal limits, there is no need to wait for a multi-year Department of Environmental Protection review.”

Nelson, Mullens, Barton Announce Accelerated Data Center Permitting Legislation

Plans to discuss returning state funds to taxpayers to help with household expenses.

“When it comes to the deficit spending he proposed, it opens the door to a conversation about what the taxpayer money sitting in Harrisburg should be used for. It’s clear the governor wants to spend on his political base and special interests. I will be talking to my colleagues about how we can send money back to taxpayers to help them put food on their table, gas in their cars, heat in their homes and prescription drugs in their medicine cabinets. I think that is a much better way to meet the needs of everyday Pennsylvanians.”

Opposes budget approaches that “spend billions today and raise taxes tomorrow.”

Economy

“This budget deal will also provide benefit integrity by ensuring those who receive benefits are the ones who truly need them. In Pennsylvania, more than 1 million able-bodied adults without dependents are enrolled in Medicaid while over 14,000 disabled individuals remain on a waiting list for services. This budget deal requires the Department of Human Services to conduct several additional checks against recipients of Medical Assistance and SNAP to ensure eligibility and guard against fraud.”

Barton: Energy Policy Wins Make Bloated Budget Deal Worth It

“The final product doesn’t touch the Rainy Day Fund, which the governor’s proposal would’ve raided to balance his excessive spending. The Rainy Day Fund also managed to escape unscathed from Shaprio’s proposed ‘Federal Response Fund,’ which may have been the most unnecessary idea of his entire plan. “Thankfully, this budget corrected another major issue with the governor’s plan, which was relying on projected revenue from the legalization of recreational marijuana. Aside from being federally illegal, we heard horror stories from other states saying much of the revenue brought in by legalization was canceled out by an increase in funding needed for Medicaid and mental health services.”

Aside from being federally illegal, we heard horror stories from other states saying much of the revenue brought in by legalization was canceled out by an increase in funding needed for Medicaid and mental health services. “What this budget does fund is important education initiatives. For example, it provides $10 million for career and technical centers to help address the pervasive waitlists we’re seeing across the Commonwealth. It also expands the ‘Grow PA’ program, which offers funding to eligible in-state students studying for in-demand careers, plus tuition waivers for out-of-state students at state system schools.”

Grantees must commit to living and working in PA post-graduation, or the funds convert to a repayable loan.”

Supports increased investment in school choice.

“These policy wins come alongside more investments in school choice and much-needed permitting reforms. While I still believe $50.1 billion is too much, it’s $1.4 billion below what the governor was trying to spend. Budget negotiations require compromise. Because this deal does not involve dipping into our Rainy Day Fund, avoids the legalization of recreational marijuana, and comes with massive policy improvements, I’m proud to support this budget agreement.”

Education

“The last two Democrat governors’ support of the Regional Greenhouse Gas Initiative (RGGI) left Pennsylvania’s energy industry languishing. By forcing industry to delay investments, he stopped the economic growth that would help us generate tax revenue, balance budgets and make Pennsylvania a world leader in energy production. “I applaud the governor’s recent energy conversion on RGGI. Now he needs to cut the red tape and unleash our energy potential for good.”

“As part of this budget deal, the General Assembly will be repealing the regulations that put us into the Regional Greenhouse Gas Initiative (RGGI). RGGI is responsible for Pennsylvania losing out on 22,000 direct energy related jobs and nearly $8 billion in economic development. It was also projected to increase utility bills on Pennsylvanians by an average of 30% by 2030. With RGGI out of the way, we can maximize our energy potential, ensure the reliability of our power grid and keep energy costs affordable for our families.”
