The project's price tag is estimated at $3.5 million but, it comes without a tax increase to citizens because of frugal saving from the city's department heads, Holland said. "We have been very fortunate with our electrical service and water, and we’ve saved money over the years. So, this is one project that we’re working on, and we’ll have another project, the rails to trails. So, over the past 10 of 15 years saving the money and it’s really paid off," Holland said. The project is expected to be completed in the spring.
