Penny Brown Reynolds is originally from LaPlace, Louisiana. She earned a bachelor's degree in criminal justice from Georgia State University, a law degree from the Georgia State University College of Law, a master's degree from the Interdenominational Theological Center, and a doctoral degree in criminal justice from Nova Southeastern University. Penny lives with her husband, Edward, and they have two adult kids in Atlanta, Georgia.

Penny is Acting Assistant Secretary and Deputy Assistant Secretary for Civil Rights and Chief EEO Officer. She works at the U.S. Department of Agriculture. She previously worked at the Fulton County court system as a judge, at the Georgia Governor’s Office as Executive Counsel, at the Georgia Lieutenant Governor’s Office as Chief of Staff and Executive Counsel, and at Georgia State University’s Andrew Young School of Policy Studies as a professor.

Penny is an ordained minister and author. She previously worked as the acting assistant secretary for civil rights and deputy assistant secretary for the U.S. Department of Agriculture (USDA). Penny also worked as an university instructor for Georgia State University, the president and chief executive officer for The JP Foundation, Inc and Divine Destiny Consulting, LLC, the executive counsel to the Governor for the Office of the Governor of Georgia, and an assistant attorney general, assistant district attorney, and a judicial clerk for the Georgia Court of Appeals. Additionally, she served as the host and judge of the reality TV show "Family Court with Judge Penny."
