Tolton is from Southwest Atlanta. He has a bachelor's degree in international studies and a master's degree in public health from Emory University. He lives with his wife, Khristal, and their son, Roman Gabriel, in Atlanta.

Tolton is a senior program officer at the Arthur M. Blank Family Foundation, where he focuses on economic mobility and affordable housing. He joined the foundation in September 2023. Before that, he served as manager of strategic partnerships and grant programs at The Home Depot Foundation, overseeing a $13 million annual grantmaking portfolio. He has also worked with youth-centered nonprofits in Atlanta's Westside and South Atlanta communities, including WorkSource Atlanta, The Gifted Education Foundation, Young Life, the Agape Youth & Family Center, and Atlanta Public Schools.
