Dean is from Fort Bend County, Texas. He attended the University of Houston–Clear Lake. He has a bachelor’s degree in accounting from the University of Houston–Clear Lake and also has a Juris Doctor degree in law from the University of Houston Law Center. He lives with his wife and three adult children in Sugar Land. He attends The Freedom Center Church.

Dean is a judge of County Court at Law No. 6 in Fort Bend County. He works at the Fort Bend County Court at Law, where he has served since his election. He previously managed the Hrbacek Law Firm in Sugar Land for more than 25 years, representing individuals and businesses in civil litigation, estate planning, probate, real estate, business disputes and tax matters. He also practiced before the U.S. Tax Court and the Internal Revenue Service. Before entering the judiciary, he served as Mayor of Sugar Land and as a member of the Sugar Land City Council.
