For over 30 years, Kevin and his wife, Jill, have been active members of the Midland community. They raised their four children in Midland and now enjoy spending time with their several grandchildren. Kevin's passion for energy runs deep, rooted in his nearly 40-year career in the oil and gas industry. After earning a Bachelor of Business Administration from the University of Texas at Austin in 1985, he returned to Midland to join Discovery Operating, his family’s business. As a small business owner, I understand that government does not create jobs, but too much government does eliminate jobs. I’ll use my business experience to eliminate waste and inefficiencies in state government. Texas is blessed with abundant natural resources and hardworking men and women who simply want the government to get out of their way. “I am proud to announce that the Senate doubled down on its work to provide the largest property tax relief package in state history on the first day of the second special session called by Governor Abbott. The bill delivered to the House combines the power of the homestead exemption and compression for homeowners. It increases the homestead exemption to $100,000 and decreases the rollback rate for school districts from 2.5% to 1.75%. On average, under the Senate Plan, we expect a 43% decrease in school property taxes for homeowners. The bill also increases the threshold for business franchise tax to $2.47 million, which will benefit 67,000 small businesses in Texas, and it eliminates the no-tax-due filing requirement, which will benefit every business in Texas in saving them both countless hours and money.

In addition, rural teachers—defined as those who teach in districts with less than 20,000 students—will receive an additional $4,000 to help close the salary gap between urban and rural districts, totaling to a $6,000 pay increase for rural teachers. I’m pleased to support this current Senate Plan as it provides much needed tax relief as well as additional support for our educators. Hopefully, the Texas House of Representatives will consider the benefits of this plan for all Texans and be willing to take swift action, sending it to Governor Abbott’s desk.”

Without confidence in our elections, consent of the governed is impossible. Liberal activists in Washington, DC are pushing to strip Texas of its Constitutional power to conduct fair and honest elections. They want to ban Voter ID and prevent local counties from removing ineligible voters from voter rolls. Texas must reject the attempted federal takeover of our elections and always require a valid photo ID to vote. In Texas, we must continue to make it easy to vote and harder to cheat.
