This session, I supported House Bill 2, a transformative $8.5 billion investment in Texas public education that puts students and teachers first. This legislation represents one of the most significant funding packages our schools have seen in years and reflects our deep commitment to strengthening classrooms, supporting educators, and creating safe, thriving learning environments for every child in Texas. This legislation created several measures that will positively impact our public school districts and staff: • Over $4 billion for teacher and school staff compensation, including raises of up to $8,000 for experienced teachers with emphasis on rural districts and minimum $2,500 raises for early-career teachers. • Approximately $2 billion for expanding full-day pre-K programs and enhancing special education services.

So we’re proposing this session to frontload the cost of starting massive infrastructure projects that are overdue in some areas and will be needed most certainly within the 20-year time frame. And so this statewide look [is] coordinating new supply plans from new developments, undeveloped resources in brackish, fresh, produced water in the oil and gas [industry], marine desal on the coastline where it makes sense, and surface water where we can develop and acquire in Texas and outside of Texas.

Will Texas Secure Its Water Future?

As Chairman of the Water, Agriculture, and Rural Affairs Committee, I authored and passed the state’s first long-term commitment to funding water supply, subject to voter approval in November. If approved, the constitutionally dedicated $1 billion a year (from existing revenue, no new taxes) will go towards addressing the state’s water needs for the next 20 years.

As a State Representative, Perry co-authored and helped pass the Voter ID bill to prevent illegal immigrants from fraudulently voting in our elections. “You must not only have a plan, you must educate your campers on what that plan looks like,” said Perry. “If we find out different, you will lose your license.” It would also require that these camps retrofit existing cabins to provide rooftop access as a last resort for campers who can’t escape flood waters. The bill also mandates evacuation to higher ground any time a flood warning is issued for an area including a youth camp in a flood zone.
