For parents, SB 12 guarantees access to instructional plans, classroom materials, and library books. Information requests that once met with delays, fees, or inconsistent policies across districts are no more. Schools are required to make this information available in a timely and consistent manner, preventing misunderstandings and ensuring that parents can engage regarding curriculum with teachers.

To reduce inefficiencies, courses not taught in two consecutive years may be removed from catalogs, preventing unnecessary offerings that delay graduation and add costs.

The law also clarifies the role of faculty senates, which, in the past, often varied widely across institutions. SB 37 reaffirms that Faculty Senates are advisory bodies only, operating under rules adopted by governing boards. Furthermore, leadership accountability is strengthened through mandatory annual evaluations of academic leaders and board participation in presidential searches.

The benefits from securing our research institutions lead to the passage of SB 1565 in 2023, creating a Research Security Officer (RSO) position at each Higher Education Institution in Texas with research capacity. With those positions established, last year I authored and passed HB 127, which formed the Research Security Council, bringing all the RSOs across Texas together to develop best practices, create a common framework, and allow participating institutions to share information about potential security threats.
