Kelly Crow is from Mission Bend, Texas. She has a bachelor's degree from Texas A&M University and a law degree from South Texas College of Law.

Kelly is a judge. She has served as the Justice of the Peace for Fort Bend County, Precinct 1, Place 1 since 2019. She previously worked as an assistant district attorney in the Fort Bend County District Attorney's Office from 2017 to 2019. Before that, she served as an assistant city attorney and prosecutor for the City of Missouri City from 1997 to 2002. She also held the same titles with the City of Sugar Land from 2011 to 2016. Kelly was appointed presiding judge for the City of Fulshear in 2008, a position she still holds, and has also served as presiding judge for the City of Rosenberg. She previously taught for the Texas Municipal Courts Education Center. Kelly also teaches for the Texas Justice Court Training Center.

- Justices of the Peace oversee Justice Courts, trial courts for civil cases up to $20,000, and misdemeanor cases punishable only by fine. They also perform marriages, issue warrants, conduct preliminary hearings, and serve as notaries.
- Texas has 835 Justice Courts, each presided over by a single judge. Every county has between one and eight precincts based on the county's population, each with its own Justice Court.
- Justices of the Peace are elected through partisan, precinct-wide election to four-year terms.
