Dolores Ortega Carter is the Travis County Treasurer. She has served in this position since 1987. Prior to being elected, Ms. Ortega Carter worked for State Comptroller Bob Bullock in monitoring the investments for the Permanent University Fund and the Available University Fund for the State of Texas. 2026 Texas General Election

As County Treasurer for Travis County, I am opposed to HJR 120 as it will remove a large portion of the checks and balances
necessary to ensure the proper use of public funds. Galveston County is looking to move the receipting and disbursing of their
public funds under the control of the Commissioner’ Court, where they already have budget authority.

Much as the Office of the State Comptroller creates revenue estimate reports for the State Legislature, it is the County Treasurer
who creates financial records and cash flow reports for their Commissioners’ Court.

This is what the County Treasurer does, we receipt and disburse the funds as a separate entity from the Commissioners Court. It is not
the function of the State Comptroller to set the state bi-annual budget, but it is their job to carry out the fiscal duties related to the
budget.

Considering this Committee’s history of ensuring the transparency of government, it seems a gross mis-step to remove
the checks and balances already prescribed by state law.
