Constable Dr. Deanna Hammond was sworn in on January 1, 2023, to represent the citizens of Dallas County Precinct 2. The precinct encompasses eight cities – Balch Springs, East Dallas, Garland, Mesquite, Rowlett, Sachse, Sunnyvale and Wylie. Constable Hammond holds a Bachelor of Science, with concentration in Management from DeVry University, a Master of Arts, with a dual concentration in Organizational Management and Conflict Resolution from Dallas Baptist University, and a Doctor of Philosophy in General Psychology with an emphasis in Industrial and Organizational Psychology from Grand Canyon University.

Deanna is a member of Justices of the Peace and Constables Association (JPCA), National Association of Blacks in Criminal Justice (NABCJ), along with many other professional organizations. She is a faithful member of the Antioch Missionary Baptist Church in Dallas, a proud member of Delta Sigma Theta Sorority, Incorporated, and the proud parent of two successful young men, Torrance and Cedric.

Deanna Hammond earned a bachelor's degree in management from DeVry University, a master's degree in organizational management and conflict resolution from Dallas Baptist University, and a doctoral degree in general psychology from Grand Canyon University. She is a member of Antioch Missionary Baptist Church in Dallas and has two children.

Constable Hammond has a very diverse background. She began her career in Accounting in Houston, Texas. In 1998, she relocated to Dallas, Texas where she worked as a Substitute Teacher with the Dallas Independent School District. After graduating from college in 2003, she immediately began her law enforcement career with the City of Dallas Police Department, working in the traffic/patrol division. After serving with the City of Dallas, Constable Hammond changed her career to work as a school counselor for Texans Can! Academies, a network of schools for at-risk youth. Although she worked full time as a counselor, Constable Hammond maintained her peace officer commission and reserved at local police departments before being called back to law enforcement full time.

Constable Hammond received a federal commission as a federal Police Officer with the Department of Veteran Affairs. After serving with the Department of Veteran Affairs, she started her journey as a Deputy Constable with the Tarrant County Constable’s office where she served civil processes and warrants, investigated criminal law violations and filed cases with the Justice Court and District Attorney. She was also the training coordinator for the department.

Deanna Hammond previously worked as a deputy constable with the Tarrant County Constable’s Office and as a federal police officer with the Department of Veterans Affairs. She also worked as a school counselor for Texans Can! Academies and in traffic and patrol with the City of Dallas Police Department.

Deanna Hammond was elected by Dallas County voters in November 2022 to serve as the Precinct 2 Constable.

I am an agent for change, and my platform has always centered on putting community “Back In” policing. I firmly believe in and continue to advocate for community policing as the cornerstone of modern law enforcement. By spending more time within the neighborhoods we serve and listening to the voices of our constituents, we have strengthened relationships, restored trust, and enhanced safety throughout our precinct.

- Serves as license peace officer who issues traffic citations, conduct criminal investigations, and other law enforcement functions throughout the county. Also serves warrants and civil papers like subpoenas, intents to sue, eviction notices, and temporary restraining orders.
- Serves as bailiff for Justice Court, and must be present–or have one of their Deputy Constables present–during hearings. They serve and execute Civil Process and Civil Court orders.
- Expected to interfere without warrant to prevent or suppress crime as authorized by the Code of Criminal Procedure. They are also expected to arrest offenders without warrants in every case where they are authorized to take them to be tried by the proper court or magistrate.
- County Constables are elected through partisan, county-wide elections to four-year terms. Candidates must be a U.S. citizen, at least 18 years old, have been a Texas resident for at least 12 consecutive months, a county resident for at least six consecutive months, and registered to vote in that county. Additionally, they must be a licensed peace officer through the Texas Commission on Law Enforcement, attend and complete a police academy, complete bi-annual training, and fulfill continuing education requirements.
- The annual salary for County Constable ranges from $0 to over $155,000, set by the county’s Commissioners Court.
