Russ was appointed as an advocate in courts of law for battered women, abused and neglected children, and the elderly.

During the pandemic, I ensured federal relief dollars flowed directly to small businesses, schools, and law enforcement agencies. I supported first-time residential homeowner exemptions of $5,000 or 1.5% of the home’s value, while backing increases in property tax exemptions for seniors over 65 and the disabled, all while supporting overall property rate cuts.

These funds will pour back into the local economy, enhancing schools, public safety, infrastructure, and business development for a better quality of life, providing opportunity not only for today’s residents but for future generations as well.

Sustainability

I’m a strong advocate for responsible development. I’ve worked to strengthen county requirements to ensure that new projects are sustainable, particularly when it comes to critical resources like water. My focus is on setting clear expectations for developers while giving residents confidence that growth is being managed with long-term impact in mind.
I worked to require developers to prove they have water available to serve a project before final approval is issued. We ask new MUDs to sign agreements to maintain their own roads, and we object to new wastewater discharge permits so residents have time to request a public TCEQ hearing.

Public Safety

As a father of two daughters and former advocate for battered women, abused children, and the elderly, I know the importance of public safety. I’ve increased the sheriff’s office budget by $12 million and added 15 new positions. Through the ‘Wilco Forward’ programs, I ensured CARES Act funds reached local small businesses, school districts, and police departments. I’ve also supported the expansion of law enforcement resources and added court capacity to ensure that public safety systems keep pace with population growth. One of my biggest priorities is making sure that Williamson County families are secure. I have also pushed hard to raise pay for our sheriff's deputies, because keeping Williamson County safe starts with recruiting and keeping the best people.

Emergency Medical Services

I raised the level of EMS care our county provides, including making whole blood available at the most serious emergency scenes. That is a capability that saves lives before a patient ever reaches a hospital, and Williamson County families deserve nothing less.

Since taking office, I’ve played a key role in advancing major transportation and infrastructure projects across Williamson County. I prioritized infrastructure in the Taylor area for the Samsung project, including major improvements to CR 366 and CR 101. My work also includes improvements to critical corridors including East Wilco Highway and Sam Houston Parkway, the Ed Schmidt extension, Hutto EMS Station #2, and safety and drainage projects like Sonterra Boulevard (a chronic pothole once known as “Lake Sonterra”) along with enhancements near schools and high-traffic areas throughout the county.

I’m a proud graduate of Round Rock High School, and I believe deeply in supporting our local public school districts. During the pandemic, I worked alongside elected leaders to help secure critical funding for Williamson County public schools, supporting teachers, protecting students, and ensuring learning continued during an incredibly challenging time. While serving as County Commissioner, I also helped streamline permitting, supported necessary infrastructure like driveways, and helped oversee the design and construction of safer crosswalks around our schools. These are real, tangible improvements that help protect our kids every day.
