A last-minute candidate has entered the race to be Austin’s next mayor. Jeffery L. Bowen is the fifth candidate to join the November ballot. He filed just ahead of Monday's 5 p.m. deadline.

Responsible Spending - We must distinguish between "wants" and "needs". NGOs, non-profits and for-profit contracts must meet established performance standards. Funding of programs must be based on meeting defined outcomes or lose funding and/or contracts. This requires constant monitoring. We need to understand the unintended consequences of irresponsible spending on taxpayers and programs.

Out of control with no thoughts to unintended consequences on taxpayers and affordability. Define the difference between “Wants and Needs”. Work on reducing the Bond debt and reducing the city deficit. Support all audits on programs in order to determine performance outcomes meet set standards.

We simply need to get a better handle not only on the homeless situation, but on the exorbitant amount of money being spent. An ongoing effort to clean up camps has started with major amounts of trash being removed repeatedly. A combined effort of city, county and state resources should be used to address the issue, rather than placing the burden solely on the city. We need to provide clear goals and measures to reduce the homeless situation and permanently clean up the homeless camps.

Public Safety - Includes support of Police, EMS and Fire Department. Wildfires and the homeless are included in public safety. Safety in neighborhoods needs to be addressed. In order to ensure safe streets, neighborhoods and an all-around safe city, we must fill all current vacancies as soon as possible. Filling these vacancies will reduce the strain on our public safety personnel providing a better quality of life for these professionals.

Public Safety

What are the top mobility challenges in your district, and how should they be addressed?
Severe imbalance in public transportation in neighborhoods as approved under Project Connect. Establish neighborhood circulators in order to connect riders to transit services. Some of the most traveled roadways are in major disrepair. Coordinate mobility projects in order to sequence projects versus redoing projects and wasting taxpayers’ money.

5. "Cap & Stitch" over I-35 - The plan to put a concrete cap over I-35 and build park amenities is unaffordable, and at this time, I am against it, as we do not have the funds to pay for it. Right now, there simply has to be a much better use of taxpayer money. The maintenance alone is reportedly $50 million per year. Perhaps this money could/should be better utilized to reduce items such as the $700 million deferred park maintenance.

6. Project Connect - This is nowhere close to what was approved by voters. It does not serve the city equitably even though we all continue to pay for it! Re-considerations for existing service need to be looked at in order to provide better service for all. This would increase ridership as well. This FOREVER tax funds a project that only serves those in selected areas. These areas are also benefiting from bus service, while others areas do not even have that. This tax should be repealed.
