He was born in Altoona, Pennsylvania to Bernie and Peggy (Hallinan) Joyce, the third generation of the Joyce family to be born and raised in Altoona. A 1975 graduate of Bishop Guilfoyle High School, John attended Penn State Altoona for two years and then continued his undergraduate education at Penn State University Park. He graduated with honors with a degree in biology in 1979.

After leaving Johns Hopkins Hospital, Joyce worked with the United States Navy at Portsmouth Naval Hospital in Virginia during Operations Desert Shield and Desert Storm. He received commendations from U.S. Navy Rear Admiral David B. LeStage for his work during this time. Upon completion of his time with the Navy, Dr. Joyce returned to his hometown, Altoona, with his wife Alice and their three children, where they established their dermatology practice.

John Joyce earned a degree in biology and a medical degree from Temple University. He is a married father of three. 

Subsequently, he completed a 3-year internal medicine residency as a Johns Hopkins fellow in Baltimore, Maryland. He then completed a residency in Dermatology at Johns Hopkins, finishing as chief resident. Dr. Joyce is a fellow in the American College of Physicians and the American Academy of Dermatology.

A Democratic backed ethics and campaign finance reform proposal (H.R.1) that would have legalized the use of taxpayer dollars to fund political campaigns was opposed today by Congressman John Joyce (PA-13). Joyce voted against H.R. 1, pointing out that the legislation has been criticized by advocacy groups across the political spectrum.

Congressman John Joyce (PA-13) today opposed H.R. 8, a measure that would require an unprecedented expansion in background checks for all firearm sales. Later this week he will vote against H.R. 1112, additional legislation to make it harder to obtain a firearm from private retailers - Federal Firearms Licensees (FFLs).
