Before his election to the Senate, then Attorney General Josh Shapiro appointed Steve in 2017 as Pennsylvania’s first Chief Deputy Attorney General for Environmental Protection. In that role, he oversaw the prosecution of environmental crimes and led Pennsylvania’s efforts to challenge federal rollbacks of environmental protections.

Steve previously served as Pennsylvania’s Chief Deputy Attorney General for Environmental Protection. He also worked as a teacher in the Bensalem Township School District and as an associate at Carpenter Bennett & Morrissey and Klett Rooney Lieber & Schorling.

Steve’s path to public service began locally. After helping lead a grassroots effort to stop a proposed big-box mall in Lower Makefield Township, he ran for township supervisor and was elected in 2003. As a supervisor, he worked across party lines to improve transparency, address traffic challenges, and preserve open space.

Steve was elected to the Pennsylvania State Senate in 2019 and began his second four-year term in 2023. He was elected to the Pennsylvania House of Representatives in 2008 and reelected to three consecutive terms. He was elected township supervisor in 2003.

BUCKS COUNTY – September 23, 2026 − State Senator Steve Santarsiero (D-10) will introduce legislation establishing an Office of Manufactured Housing Ombudsman to help Pennsylvania manufactured home residents understand their rights and resolve disputes with community owners.

Sen. Santarsiero’s legislation, Senate Bill 1446, will serve as a Senate companion to House Bill 2098, sponsored by Rep. Joe Ciresi (D-146) and co-sponsored by Rep. Tim Brennan (D-29), which would establish an Office of Manufactured Home Ombudsman and a Manufactured Home Hearing Board. The legislation would provide residents and community owners with a dedicated process for resolving disputes involving lot rent, community rules, leases, residency approvals, evictions and other issues affecting manufactured home communities.

“When Rep. Brennan and I met with Buckingham Springs residents this summer, we heard firsthand about the challenges manufactured homeowners are facing,” said Sen. Santarsiero. “Those conversations reinforced the need for an Ombudsman who can help residents understand their rights and resolve disputes, but they also made clear that we need broader protections and rent stabilization for residents now. With just 11 legislative session days remaining, we need to move forward on HB 1250 and the other legislation that can give manufactured homeowners greater transparency, stability and a voice in decisions affecting their homes.

Steve is also a strong supporter of economic development in Bucks County. He has championed the growth of the Pennsylvania Biotechnology Center in Buckingham Township and supports initiatives like PA Innovate to strengthen our region’s life sciences economy. Thrombolex, a biotechnology company started in Bucks County that received state funding with Steve’s support, has saved over 2,000 lives with their BASHIR Endovascular Catheter. He has also supported the redevelopment of the North Point Keystone Trade Center on the former U.S. Steel property in Falls Township, transforming an abandoned industrial site into a major logistics and commercial hub while addressing long-standing environmental concerns from old industrial pollution at the site.

The Pennsylvania Senate passed SB 1014 last week, a bill to create cellphone-free classrooms from bell-to-bell in K-12 schools across our Commonwealth. As Senator Devlin Robinson (R–37), Senator Vincent Hughes (D–7), and I were writing the bill, we worked with many stakeholders to address concerns from parents, teachers, administrators, and school board members.

SB 1014 is a common-sense, science-backed response to a problem families and teachers have been raising for years: phones in classrooms undermine learning, attention, and student well-being. Today, students spend nearly eight hours a day on screens, the equivalent of a full-time job, and that constant digital pull follows them into the classroom.

Steve believes we do not have to choose between affordable energy, a strong economy, and protecting our natural resources in the 10th Senate District. He introduced the Pennsylvania Reliable Energy Sustainability Standard (PRESS) to modernize the state’s energy portfolio standards, promote clean energy technologies, support energy jobs, and strengthen grid reliability while reducing carbon emissions.

Steve also works to ensure communities receive the support they need in moments of crisis. Following a jet fuel pipeline leak in the Mt. Eyre neighborhood in Upper Makefield Township in 2025, he worked with residents and the township to urge the polluter, Sunoco-Energy Transfer, to fully clean the spill and restore resident drinking wells. Through that process, Steve identified weaknesses in Pennsylvania’s law. With his friend State Representative Perry Warren, he introduced the Environmental Clean Up and Responsibility Act (ECRA). If passed, this legislation would empower the Department of Environmental Protection to begin cleanup immediately after residential spills and hold polluters financially accountable.
