As a member of the House Labor and Industry Committee, Rep. Chad Reichard (R-Franklin) issued the following statement after Democratic members of the committee rushed through a minimum wage bill to increase the wage to $15 an hour: “Frankly, you won't find any businesses paying the current minimum wage in Franklin County, and most jobs are posted at well over $15 an hour. The market drives wages. Employers will pay the amount necessary to attract the workforce they desire. Further, the $15 minimum wage will make it nearly impossible for employers to justify hiring high school workers, who are learning valuable life skills, in addition to providing them with their first incomes.”

Rep. Chad Reichard (R-Franklin), member of the House Appropriations Committee, issued the following statement after voting against the 2026-27 state budget: “Although House and Senate Republicans succeeded in reducing Gov. Josh Shapiro’s original $53.3 billion spending proposal, the finalized $50.85 budget still spends more than taxpayers can afford. This budget defers payments of $1.2 billion until next year. Delaying payments doesn’t mean the debt goes away; it simply means we’ll have to come up with funding next year.”

Reichard Comments on Budget | PA State Rep. Chad Reichard

“While this budget doesn’t tap the Rainy Day Fund or raise taxes, Pennsylvania cannot continue spending beyond its means without eventually asking taxpayers to make up the difference. I have long said the best path forward is to grow our economy and, in turn, grow our revenues without raising taxes.”

Advocates for policies that attract skilled workers to Pennsylvania and offer paid apprenticeships for people entering the trades.

Opposes raising Pennsylvania's minimum wage to $15, saying market forces determine wages and the increase could discourage hiring high school workers.

Voted against the 2026–27 Pennsylvania budget, saying its spending and deferred payments exceed what taxpayers can afford.

Believes stricter environmental laws cost jobs, hurt the economy, and undermine U.S. energy independence and reliable electricity development.

Believes coal and natural gas are currently the most reliable energy sources because renewable-energy technology and infrastructure are not yet sufficient.

Reichard’s forthcoming legislation would establish an exception for indecent exposure, allowing an officer to make an on-scene arrest when the officer has probable cause to believe the offense has been committed. “Our police officers need the tools and authority to protect our communities. This legislation will help ensure they can take action when there is probable cause that an indecent exposure has occurred,” Reichard said.

Here are the candidates’ responses to the question: What areas of public policy are you personally passionate about? Reichard: “I am passionate about workforce development and economics. We are exporting our younger workforce to other states. Pennsylvania needs to adopt policies that attract skilled and educated labor to our Commonwealth and to offer paid apprenticeship programs to those seeking to enter the trades. Businesses continue to locate to Franklin County, but need the workforce to fill those positions.
Attracting those workers will boost our local economy while addressing the structural deficit currently projected in future state budgets.”

Economy

I am opposed to abortion, except to save the life of the mother.

Abortion providers, including Planned Parenthood, should not receive taxpayer funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Under what circumstances should an elective abortion be allowed?

Only to save the life of the mother.

Chemical abortion drugs should meet essential safety standards (such as in-person consultation with a medical doctor) and require reporting to gather evidence on reactions and outcomes.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

I cannot think of a scenario in which a government, school, or employer should be permitted to require vaccinations or to require someone to show proof of vaccination.

Parents should have the right to make decisions for their minor children.

Strongly Agree

Taxpayer funds should be used to provide gender transition services.

Strongly Disagree

Healthcare

EDUCATION

The state should fund education by allowing dollars to follow the child through programs which protect parents' freedom to choose their child's school – public, private, or homeschool.

Strongly Agree

Should teachers be allowed to carry guns at school?

Yes

I support teachers carrying firearms on a voluntary basis, and provided that they receive some sort of training. This doesn't necessitate full police officer training, but some sort of program designed with law enforcement agencies to best enable teachers to quickly handle an active shooter situation.

Education

“We have seen some of the results of the positive aspects House and Senate Republicans fought to be included in last year’s budget. We saw to it that historic permitting reform, investments in career and technical training, leaving the Regional Greenhouse Gas Initiative and meaningful welfare reforms were included. The outcome was $1.14 billion more than the official revenue estimate and $2.52 billion more than the 2024-25 fiscal year.”

Which comes closest to your view? (Select all that apply) A) Stricter environmental laws and regulations cost too many jobs and hurt the economy. B) Stricter environmental laws and regulations are worth the cost. C) Stricter environmental laws and regulations undermine U.S. energy independence and deter development of reliable electricity sources. D) Climate change is real and requires urgent policy action.

A - stricter environmental laws cost too many jobs and hurt the economy, and C - stricter environmental laws undermine US energy independence and deter development of reliable electricity sources.

What do you believe is the most reliable energy source that will supply the growing demand for electricity?

Coal and natural gas are the most reliable energy sources that we currently have at our disposal. It would be great to shift to "renewable" energy tomorrow, but the technology and infrastructure are not in place to allow for such a shift.

Energy & the Environment

What restrictions on gun ownership are needed to protect public safety?

The current laws regulating firearms are sufficient to protect public safety; they just need to be enforced.

CRIMINAL JUSTICE & PUBLIC SAFETY

I support redirecting funds from police departments to community programs.

Strongly Disagree

Public Safety

ELECTIONS AND VOTING

People should be able to vote without photo identification.

Strongly Disagree

States should join the National Popular Vote Interstate Compact which makes the Electoral College irrelevant.
