David currently serves in the Pennsylvania House of Representatives. He was elected in a 2019 special election and reelected three times. He was previously elected as supervisor of East Buffalo Township.

As an East Buffalo Township supervisor, Rowe never voted to raise taxes or expand government regulations. These fiscally conservative policies continue to be his top priorities as a state representative.

“Affordability is not just about simply what things cost. It’s about how much Pennsylvanians get to keep of their own hard-earned money,” Rowe said. “Every tax the government imposes leaves less for a family’s priorities or business’s next investment. The Growth and Affordability Plan puts that question squarely before us: Where can Harrisburg take less so Pennsylvanians can do more?” The plan includes proposals to reduce Pennsylvania’s Personal Income Tax, lower utility and homeownership costs, make childcare more affordable, help families save for major expenses and improve the Commonwealth’s tax environment for businesses.

“Protecting student safety is essential to delivering a high quality education that supports academic success,” Rowe said. “I’m encouraged to see these funds invested in students across both traditional and career and technical schools, ensuring our future leaders gain the tools, confidence, and opportunities they need to thrive in the years ahead.” The funding from this grant program may be used to help address school violence and improve school security, including costs associated with the training and compensation of security personnel.

“I am also proud of how this budget compromise will expand school choice options by doubling the amount for scholarships for students who attend economically disadvantaged schools. The budget also preserves cyber charter schools by limiting funding cuts. Our students deserve unbridled access to a quality education that can help them achieve the American dream. The budget approved today helps meet that goal.”

Rowe said higher energy costs reach far beyond monthly utility bills, raising the cost of food, transportation, manufacturing and nearly every product or service Pennsylvanians purchase. “We have energy resources to deliver affordability and reliability, but families are still paying higher bills, and warnings about the reliability of our grid continue to grow louder,” Rowe said. “These are the consequences of policies that obstruct production, delay projects, and leave consumers to pay the price.”

“We have energy resources to deliver affordability and reliability, but families are still paying higher bills, and warnings about the reliability of our grid continue to grow louder,” Rowe said. “These are the consequences of policies that obstruct production, delay projects, and leave consumers to pay the price.” “Simply put, enough is enough,” Rowe continued. “It's time to unleash our energy supply, produce more power, and put Pennsylvanians first.”

Voted for the 2025-26 state budget, citing the state's withdrawal from the Regional Greenhouse Gas Initiative as improving energy affordability.

“For too long, Pennsylvanians have shouldered the cost of misguided energy policy. Today, we removed one of the biggest impediments to affordability. By withdrawing from RGGI, we will unleash Pennsylvania’s tremendous energy potential and create thousands of jobs. I voted ‘yes’ on this budget because affordable, reliable energy isn’t a luxury. It’s the foundation of opportunity.” This statement was released after final passage of the 2025-26 state budget.

“Pennsylvania does not need to lower its standards to address this workforce challenge,” said Rowe. “We need to strengthen the pipeline into law enforcement, support those who serve, and restore the respect that will encourage qualified young people to view law enforcement as a meaningful, family-sustaining career. If we want talented people to enter the profession and experienced officers to remain, we must demonstrate through both our words and our policies that their service matters.”
