Healthcare

HARRISBURG, April 21 — With a local pharmacy battling a giant third-party administrator over its ability to fill prescriptions, state Rep. Frank Burns has introduced a bill that would ensure more people can obtain medications from qualified pharmacies by preventing administrators from restricting which pharmacies can fill Medicaid prescriptions. Burns, D-Cambria, introduced H.B. 2431. Dubbed the Independent Pharmacy Protection Act, Burns’ bill would guarantee that any pharmacy and pharmacist in good standing with state agencies, including the Pennsylvania Board of Pharmacy, would be able to fill taxpayer-funded Medicaid prescriptions for the benefit of the patient—regardless of a PBM’s desire to direct patients and tax dollars to themselves.

“Since Medicaid is a taxpayer-funded program, PBMs should not be able to control which pharmacy taxpayer-funded Medicaid can be used at when the pharmacy and pharmacist are in good standing with the state and federal government,” Burns said. “My goal is to make it easier for people to get the medications they need from qualified, licensed providers. My bill would also support fair competition and protect taxpayer dollars from being restricted by private intermediaries.”

While in office, Frank has:

Sponsored legislation to make assaulting a police officer a hate crime. No officer of the law who is on duty deserves to be put in harm's way. With physical altercations likely on the job, police officers deserve the protection of hate crime statutes so they can protect their communities in as safe a manner as possible.

Public Safety

Frank strongly supports the men and women who serve in our local and state law enforcement agencies — the people who put their lives on the line to protect and serve the community. He has a long history of supporting our local EMS and firefighters, who deserve the most up to date resources to save lives in our community. Frank pledges to support all first responders with added resources from the state and any support he can provide during these trying times.

While in office, Frank has:

Co-sponsored a bill to give $30 million in grants to our fire and EMS companies in this time of crisis, when fundraising is all but impossible and demands for service are increasing.

While in office, Frank has:

Sponsored bills that defend gun owner rights, and allow for shooting ranges, sportsman clubs, and hunting facilities to reopen as well as deem businesses relating to the sale of guns and ammunition as life-sustaining businesses — a win for both small business and gun owners.

While in office, Frank has:

Fought against a gun registry bill that would force law abiding gun owners to pay unnecessary fees and weaken people’s ability to defend themselves.

Voted for the Voting Rights Protection Act, citing its requirement for voter identification as a way to strengthen public trust in elections.

HARRISBURG, June 22 – Believing that its voter ID requirement is the best way to guarantee election integrity while simultaneously allaying fears of fraud, state Rep. Frank Burns today voted in favor of the Voting Rights Protection Act.

Burns votes to ensure election integrity by requiring voter ID

Burns, D-Cambria, said while H.B. 1300 would also give counties the option to use secure mail-in ballot drop boxes during specific times and at secure locations – and would require signature verification for mail-in-ballots – its main draw for him was the requirement that voters show ID at the polls. Burns said: “I’m the guy who has long lobbied for putting recipients’ photos on ACCESS cards to create greater accountability in our public welfare programs, so why wouldn’t I support voter ID to restore people’s faith in something as critical as the election process?” Burns said. “We need to make sure that people who vote are who they say they are. During these turbulent times, members of both political parties should want to do all they can to beef up the public’s trust in government.”
