Research suggests that people living near full-service grocery stores tend to have healthier diets, including higher intakes of fruits and vegetables and lower levels of obesity. However, residents in low-income and rural neighborhoods, where grocery stores are scarce, rely more on small corner grocery stores with little stock and no produce. In an effort to provide more fresh food purchasing options to residents in underserved areas, we will be introducing legislation that would re-establish the Pennsylvania Fresh Food Financing Initiative, which originally operated from 2004 to 2010. Our legislation would have this program once again provide grants for the construction, rehabilitation, or expansion of grocery stores, farmers markets, and other healthy food retail establishments in low- to moderate-income areas in need and other underserved communities.

Online marketplace platforms for health care professionals connect healthcare facilities with independent healthcare professionals to fill open shifts. This allows healthcare professionals the ability to work on their own terms by choosing when, where, and how often they work and offers the opportunity to earn additional income. Additionally, marketplace platforms help reduce staffing crises by providing a seamless way for facilities and workers to connect to fill empty shifts while providing flexibility for workers. I will be introducing legislation that will secure the availability of these platforms for workers, while also requiring health care worker platforms to register with the Department of Health. Requiring registration for these platforms will ensure that health care workers utilizing these platforms maintain the same standards mandated for all workers within the field.

Co-sponsored House Bill 2224 to establish a formula-based return on equity for investor-owned utilities based on market costs of equity.

In Pennsylvania, even though utilities are guaranteed a virtual monopoly by service region, rates of return on equity are some of the highest in the nation. House Bill 2224 would reform this broken ratemaking system to establish a default, market-based rate of return on equity, limiting the amount of excessive profit utilities can collect for their shareholders. The bill would ensure that ratepayers pay no more than what is necessary to attract capital investments. HARRISBURG, June 9 – Today, the Pennsylvania House Consumer Protection, Technology and Utilities Committee voted 17-9 to advance the Return on Equity bill, which is co-sponsored by Committee Chair Danilo Burgos, D-Phila., and House Energy Committee Chair Elizabeth Fiedler, D-Phila. House Bill 2224 would create a default, formula-based return on equity for investor-owned utilities that reflects the true market-based cost of equity.

My bill aims to address this by changing the grading and penalty for the possession of a small amount of cannabis. Under current law, personal possession of a small amount of cannabis is a misdemeanor and upon conviction for this offense, a person is required to be sentenced to a maximum of 30 days imprisonment or to pay a maximum fine of $500 or both. My legislation would provide that a person who possesses a small amount of cannabis would be guilty of a summary offense and upon conviction, would be ordered to pay a fine not exceeding $100 with no possibility of incarceration.
