Public Health
PFAS exposure poses a lifelong risk to our health and must be regulated accordingly. In my role as State Policy Manager at Conservation Voters of PA, I’ve been a staunch advocate for restricting PFAS and have worked with IAFF Local 302 in Allentown to ban its use in firefighting foam.

Before Tim was even a legal adult, he knew that he was ready to step up and serve his community and Commonwealth. When he was 17 years old, he enlisted in the Pennsylvania Army National Guard, serving as a Field Artillery Automated Tactical Data Systems Specialist. He served with folks from all walks of life, united by a shared mission of service.

Raising the Minimum Wage and Creating Jobs

The minimum wage in our state is the same as it was when Tim’s mom worked minimum wage jobs to pay their family’s bills. He’ll be a champion for raising the minimum wage in our state to $15 an hour.

As our next State Representative, Tim will continue fighting for workers in Pennsylvania. He’ll protect collective bargaining rights, oppose union-busting, and support prevailing wage and project labor agreement standards, and he’ll work to expand access to apprenticeship programs and trade schools.

To address energy costs, as state representative, Tim will introduce and support legislation that will expand energy capacity on our grid with a more diversified energy portfolio, bolster low-income energy assistance programs, and improve energy efficiency for the industrial and commercial sectors. Addressing food costs, Tim will work with farmers to address issues with existing agricultural supply chains that are driving up costs at the grocery store.

And for housing, he’ll expand access to home repair and weatherization programs, crack down on large corporations buying up every home and inflating prices, and work with townships and boroughs across the district to create a regional development plan, developing where it makes sense while preserving our rural open space too.

I want to get more energy onto the grid to help lower utility costs, put straight guard rails on AI data centers that are driving up utility costs. I want to work with local farmers to bolster local food processing to help bring costs down associated with supply chain issues we’re seeing. I want to bring municipalities together to promote more mixed use affordable housing development.

Protecting Access to Healthcare

Tim’s lived through the tough experience of losing his health coverage and believes no one else should experience that. He’ll fight to keep our healthcare system out of the hands of for-profit private equity companies, expand coverage for programs like Medicaid, protect coverage for people with disabilities or pre-existing conditions, and cap the cost of insulin and other essential drugs.

Reproductive Rights

Tim truly believes that the government should never interfere with a patient’s reproductive health choices. At a time when individual rights are under attack nationwide, he will protect access to reproductive healthcare and defend the right to privacy here in Pennsylvania.

Public Health
Vaccines work, and science has proven that they’re safe and effective. Cutting through the online misinformation that suggests otherwise is going to be a challenge, but expanding access and increasing vaccination rates will save lives.

Vaccines work, and science has proven that they’re safe and effective. Cutting through the online misinformation that suggests otherwise is going to be a challenge, but expanding access and increasing vaccination rates will save lives. It’s up to leaders and elected officials, including State Representatives, to rebuild public trust in vaccines, and that outreach needs to start with a statewide information campaign.

Education

A product of public schools through graduate school, Tim supports fully funding public education and keeping public dollars in public schools.

Tim attended public schools for his entire education from pre-k through high school, public tech school, college, and graduate school. He completely supports fully funding our public schools so that every child, whether they want to enter a trade or earn a PhD, can get a great education suited to their needs. Tim will increase state support for recruiting and retaining educators by cutting red tape for certification and will fight to increase wages.

To address energy costs, as state representative, Tim will introduce and support legislation that will expand energy capacity on our grid with a more diversified energy portfolio, bolster low-income energy assistance programs, and improve energy efficiency for the industrial and commercial sectors.

In office, I’d support policies like Governor Shapiro’s Lightning Plan to fast track our state’s transition to clean energy, and be a strong advocate for increasing the share of clean energy in our energy portfolio. I’d also support policies to incentivize the construction of solar panels and other clean energy technologies here in our commonwealth to create good union manufacturing jobs and ensure that Pennsylvania remains the leader in energy production that it’s been since the Industrial Revolution.

I will push for strict guardrails on AI data centers. Data centers should be required to provide their own energy capacity. They should participate in load management during periods of peak demand to help reduce rolling blackouts.

Data centers should be required to provide their own energy capacity. They should participate in load management during periods of peak demand to help reduce rolling blackouts. I also support reporting requirements for water consumption, as well as community benefits agreements, and disaster response planning to ensure that data centers are contributing to rather than taking from our community.

Plans to invest in state parks and forests, the Clean Streams Fund, PFAS elimination, and agricultural innovation grants.

Tim is an outdoorsman and an environmental policy expert who loves hiking at Nockamixon or Peace Valley. Protecting our district’s open space is his top priority. He’s also focused on diversifying our energy portfolio to reduce carbon emissions while lowering costs for families, putting guardrails on data centers to protect our communities and energy grid, and updating that grid to improve our state’s energy efficiency and further lower utility costs. Beyond energy issues, he will work to protect our air, water and land. He’ll introduce legislation to make critical investments into our state parks and forests, increase support for the Clean Streams Fund, eliminate PFAS, and bolster investments in the Agricultural Innovation Grant Program.

Supports Governor Shapiro’s Lightning Plan and increasing clean energy’s share of Pennsylvania’s energy portfolio.

On the campaign trail, I’m always talking up the potential that diversifying our energy portfolio—and getting more energy onto the grid—has to reduce utility costs for consumers. That’s not even to mention the positive effect that increasing our supply of clean energy would have on air quality, public health, and mitigating climate change. In office, I’d support policies like Governor Shapiro’s Lightning Plan to fast track our state’s transition to clean energy, and be a strong advocate for increasing the share of clean energy in our energy portfolio.

Advocates for restricting PFAS, including in firefighting foam, and plans to expand funding for testing and remediation.

Energy & the Environment

As state representative, Tim will continue his staunch support of first responders and create more opportunities to invest in the police, fire and EMS departments in the 143rd. He’ll push to develop a plan for sustainable, long-term funding for volunteer companies. He’ll fight to secure additional funding for police departments to buy new gear and retain officers. And he’ll help EMS companies in the district retain their call boxes so that they don’t lose municipal funding.

Supports background checks and red-flag laws to prevent firearm access by people who pose a threat to themselves or others.

Gun Safety

Tim understands gun safety from his time in the National Guard, and he respects the right of all law-abiding citizens to own firearms. He supports common-sense gun safety measures, including background checks and red flag laws, to keep guns out of the hands of anyone who poses a threat to themselves or others.

Voting Rights

Tim will stand up for our democracy against any attempts to disenfranchise citizens or make it harder for them to cast a ballot. He supports expanded mail-in ballot drop boxes, early voting, same-day voter registration, and pre-registration for teens so that they’ll be ready to cast a ballot when they turn 18. He supports open primaries, giving registered independents more say in their representation.

Tim knows a lot of folks feel excluded from politics. Our system is imbalanced in favor of the powerful instead of everyday people. Tim has never let that stop him from fighting for our community, so when he gets to Harrisburg he’ll advocate for a slate of policies to help level the playing field and restore public trust in government. That includes enacting contribution limits for state elections, calling for an amendment to overturn the Citizens' United decision, term limits for legislators, a ban on unreported gifts to lawmakers, and withholding pay from legislators if the state budget is not passed in a timely manner. He has also taken a No Corporate PAC money pledge.

What are your thoughts on the state budget process? What changes, if any, would you support so that the budget is enacted in a timely manner?
Voters are tired of the stalemate in Harrisburg. As someone who’s worked across the aisle to get things done for my community, I am too. Last year’s budget took far longer than necessary to pass. When I’m a state representative, I’ll propose a law withholding paychecks from state legislators if they cannot agree on a budget by June 30th.

Supports protecting Pennsylvania’s mail-in voting law and expanding ballot drop boxes, pre-canvassing, and ballot curing.

What changes, if any, would you support to enable better access, ensure security, and support the processes of our elections?
Since 2020, mail in voting has been under attack in Pennsylvania. I’m fully in favor of protecting our existing mail in voting law, and will defend it from any attempts to repeal it. I would also support new legislation and efforts to expand ballot drop boxes, institute pre-canvassing, and support ballot curing.

Pledges to cosponsor, vote for, and defend a resolution seeking an Article V convention solely for congressional term limits.

The U.S. Term Limits pledge is provided to candidates and members of state legislatures. It reads, “I pledge that, as a member of the state legislature, I will cosponsor, vote for, and defend the resolution applying for an Article V convention for the sole purpose of enacting term limits on Congress.” The page identifies 2026 Pennsylvania State House candidate Tim Hayes as having signed the pledge.
