HARRISBURG – Rep. Jeff Olsommer (R-Wayne/Pike) has introduced legislation, House Bill 2153, that would require any increase in property tax revenue from the construction of new data centers within a school district be used exclusively to fund additional Homestead/Farmstead property tax relief for district residents. The intent of the legislation is to be revenue-neutral to school districts.

Olsommer Legislation Seeks to Bring Property Tax Relief to Residents

I was proud to stand with my colleagues earlier this week as we introduced a 10-bill package, named the Pennsylvania Growth and Affordability Plan (GAP). The bill package aims to lower costs for families, strengthen the state’s economic climate and ensure Pennsylvania remains a competitive state in which to live, work and do business.

The GAP package includes targeted tax relief, measures to reduce energy and housing costs, support for working parents, and reforms aimed at strengthening business competitiveness. For example, one of the bills would lower the Personal Income Tax (PIT) in two phases and trigger an automatic refund when state surpluses, apart from the Rainy Day Fund, exceed $1 billion.

Opposes combined reporting for Pennsylvania's Corporate Net Income Tax, saying it would harm small-business investment and economic growth.

“I was pleased we won’t be implementing combined reporting for the Corporate Net Income Tax (CNIT), as it would negatively impact the investment and economic growth of our small businesses. Likewise, legalizing recreational marijuana and the governor’s cruel cuts to the Earned Income Tax Credit (EITC), an educational scholarship program for middle class families, also was not included.”

I recently joined more than 80 of my fellow House members in submitting formal comments to the Independent Regulatory Review Commission (IRRC) calling for the withdrawal of the Pennsylvania Department of Health’s proposed rewrite of regulations that govern communicable and noncommunicable diseases in the Commonwealth. The 502-page proposal is reminiscent of COVID lockdown-era policy and represents an unprecedented expansion of bureaucratic control, threatening the constitutional liberties, medical privacy and parental rights of citizens across the Commonwealth.

Healthcare

“Skilled trades jobs are in short supply, so we must invest in high-quality training programs to give our students the most advantages possible,” Olsommer said. “We must make sure our students are well-prepared for the workforce, and I’m excited to see the school district receive this money and enhance the hands-on learning opportunities for the students.”

Olsommer: Funding Secured for Career and Technical Education Program

“On the flip side, positive wins included in the budget are funding for the Rapid Bridge and Road Deployment Program, which improves critical infrastructure across the Commonwealth; performance-based metrics to fund our state-related universities; and additional money to address the waitlist issues for students wishing to enroll in our career and technology centers.”

“Maintaining private property rights is essential when discussing projects of this nature. We do not support the use of eminent domain to acquire property. We remain opposed to the project as it currently stands. We are hopeful that FirstEnergy will do the right thing and assemble a public forum, including the Federal Energy Regulatory Commission, the U.S. Environmental Protection Agency, the Pennsylvania Public Utility Commission, the Pennsylvania Department of Environmental Protection, the Delaware River Basin Commission and any other relevant entities,” the legislators concluded.

Energy & the Environment

I recently joined in the unanimous support of legislation that would ensure the dependents of fallen municipal police officers continue to have health insurance coverage. House Bill 911 would provide insurance to the surviving spouse of the officer for his or her lifetime, and children would be covered until age 26.

This week, I joined my colleagues in signing discharge petitions for the following: Senate Bill 403 would provide local governments with greater flexibility to maintain creeks and streams in their communities to help prevent flooding. This bill has been awaiting consideration in the House Environmental and Natural Resource Protection Committee since March 2025. The discharge resolution was filed on Tuesday.
