HER STORY
From the Community, For the Community

Pilar was raised in Williams Township, Pennsylvania on a 300-acre working farm and ranch along the Delaware River. Growing up, she learned the value of hard work, responsibility, integrity, and perseverance — caring for animals, building a family restaurant from the ground up, and earning everything through dedication.

Pilar for PA | About

As a single mother, she watched firsthand as schools shifted away from the practical, life-ready education her children deserved. She started asking questions at school board meetings, connecting with other parents, and quickly realized she wasn't alone.

That heritage isn't just personal history — it's the foundation of a thriving business. For over 20 years, Pilar has owned and operated a Norwegian spa on the Delaware River, where she has developed, patented, and trademarked her own line of organic products called Tree Froggy.

I am calling for:

No property tax increases — period. Not 43.5%. Not 10%. Not 1%. Our families cannot absorb another hit.
Full property tax elimination for seniors — if you are on a fixed income and have lived in your home for years, you should not be taxed out of it. Ever.
School tax relief for seniors — seniors whose children are long grown should not be carrying the full burden of school taxes. We need a fair, phased path to relief.

Small Business Freedom

Cutting red tape so Main Street can thrive.

Audit and eliminate outdated, unnecessary regulations that burden local businesses.
Streamline permitting and licensing processes to reduce startup costs.

Oppose corporate monopolies that crowd out local entrepreneurs.

The state budget process must prioritize fiscal responsibility, transparency, and limited government spending. I support stricter deadlines and real consequences for delays, enhanced accountability for lawmakers, and the focus on balanced budget without raising taxes. Streamlining the process by reducing unnecessary bureaucracy will help deliver efficient results that respect taxpayers hard earned money.

Economy

Establish a grace period policy that allows patients to continue receiving healthcare coverage during ongoing treatments, even when their eligibility is under review or their income is borderline. No one should lose coverage in the middle of a medical crisis.

Pilar for PA | Medicaid Healthcare Reform

To protect our community and restore fairness to the system, I am committed to the following reforms:

Reform county assistance eligibility criteria so that determinations accurately reflect the true financial situations of families — especially those facing medical hardships, high out-of-pocket costs, or sudden income disruptions.

Demand transparency and accountability in how eligibility decisions are made. Families deserve clear communication, written explanations, and access to a timely and accessible appeals process — not confusing letters and dead-end phone calls.

I grew up on a farm, witnessing the miracle of life — calves, kittens, puppies, horses being born. Life is beautiful, no matter how small. I am pro-life because we are human beings with souls. So needless to say, when I hear that Robert Freeman voted on the four parts of the PA Abortion Control Act — these four parts being: 1.) parental consent for a minor, 2.) informed consent prior to abortion, 3.) a 24-hour waiting period for full disclosure of activities by abortion providers — each of these were voted on separately, with the lowest support for any of these being 72%, meaning even some legislators who weren't pro-life supported these restrictions.

Pilar for PA | Bob Freeman: 42 Years Is Enough

Supports outreach, education, and assistance from advocates to help residents navigate county-assistance programs.

Expand community outreach and education so that every resident knows their rights, understands how to navigate the system, and has access to advocates who can help them through the process.

Education Reform

Preparing our children for real life — not political agendas.

Restore practical, career-ready courses: trades, financial literacy, civics, and life skills.
Introduce Real-World Readiness classes covering personal banking, investing, the stock market, budgeting, and financial independence — skills every young adult needs but rarely learns in school.

Support vocational and trade programs that give students hands-on career pathways in skilled trades, construction, culinary arts, and more.

Partner with local farms to source fresh, seasonal ingredients.

Educate students on nutrition and healthy eating habits.
Support school garden programs that connect kids to where food comes from.

Cavallo-Campisi: Supports cellphone bans and says the state should support local decisions on the use of technology in schools, “but avoid heavy-handed mandates” that limit input and flexibility. Said an amendment eliminating school property taxes is “a bold step toward fair funding,” which should be “a balanced mix of state resources and local control.”

Protecting Our Community Through Zoning and Oversight

As your representative, I will support our leaders in ensuring that zoning laws are updated to protect our neighborhoods. We will establish clear guidelines on where data centers can be built, how large they can be, and what environmental standards they must meet. The community will have a say in the approval process, ensuring transparency and accountability.

We will establish clear guidelines on where data centers can be built, how large they can be, and what environmental standards they must meet. The community will have a say in the approval process, ensuring transparency and accountability.

Should the state legislature enact laws concerning the impacts on water, energy, or land use from the development and operation of data centers? Would state regulation of data center development and operation interfere with the authority of municipalities to establish ordinances under the MPC (Municipal Planning Code)?
Municipalities should have limited ability to pause data center projects but moratoriums must not stall economic growth or job creation local planning should be efficient and business friendly. I oppose repealing tax incentive for data centers the incentives attract investment create jobs and boost our economy.

Energy & the Environment

Foreign nationals who commit serious crimes here should face deportation under the law. We have enough crime without importing more. And the brutality of some of these imported crimes is so disturbing that the public often hears only a fraction of what really happens.

Pilar for PA | Immigration & Law Enforcement

Do we need prison and corrections reform? Absolutely — and we should invest in rehabilitation, not pour money into putting drug paraphernalia on the streets while overdose deaths rise because of it.

Do I believe everyone can be rehabilitated? no . Some people will not change until they are ready.

Conclusion

Compassion for victims must come before excuses for criminals.

We need:

Effective law enforcement
Support for ICE agents carrying out their lawful duties
Safer streets
Stronger consequences for violent crime
Meaningful prison reform

Would support permitless concealed carry if "crime keeps going down."

Cavallo-Campisi: Said the Second Amendment should be protected “without compromise.” Opposes universal background checks, would support concealed carry without a license if “crime keeps going down.” Said people who violate protection-from-abuse orders should be restricted, but municipalities mustn’t impose gun laws stricter than the state’s.

Public Safety

That's why I strongly support the SAVE Act, a bipartisan solution that has garnered overwhelming support across the nation, with an 80/20 majority backing its provisions to protect our elections.

Pilar for PA | SAVE Act Voter Integrity

Legislation allowing counties to pre-canvas Mail and ballot seven days before election day strengthens election efficiency and transparency. It ensures quicker more accurate results without compromising security. Requiring voter ID is essential protects election integrity by confirming each voters identity and preventing fraud, making sure that nobody's voting in our elections that shouldn't be, only American citizens should be voting in our elections. PERIOD.
