The start of the COVID-19 pandemic more than six years ago highlighted the fact that local businesses are particularly sensitive to financial crises. The very same family-owned operations that line our streets, provide jobs, boost our economy, and make our communities vibrant are the ones that often need our support the most.

One tool we can use to achieve this goal is to modernize the family business and family agricultural asset exemption to the inheritance tax – legislation we will soon be introducing to do just that.

Representative Brandon Dukes - PA House of Representatives

One tool we can use to achieve this goal is to modernize the family business and family agricultural asset exemption to the inheritance tax – legislation we will soon be introducing to do just that.

First, our legislation would reduce the amount of time a family business or agricultural family business must have been in the same family, from seven years down to five years, to qualify for an inheritance tax exemption. We’ve heard from families in the aftermath of the pandemic that this provision harmed them as their businesses were on the verge of closure.

We’ve heard from families in the aftermath of the pandemic that this provision harmed them as their businesses were on the verge of closure.

Second, the bill would increase the maximum amount of assets a qualified family-owned business may have to qualify for an inheritance tax exemption. Currently, the limit is $5 million. Our legislation would increase that amount to $6.9 million, adjusted annually for inflation up to a maximum of $10 million. A relatively successful local business can easily exceed $5 million in assets if it owns a physical space in which it operates, a complex piece of equipment, and more.

“The whole project has been in the works for decades. There are people who have lived in this community their entire lives who have never seen it fully completed. Route 228 serves as a main artery for Cranberry Township and Butler County as a whole, with millions of drivers using it every year,” Dukes said. “Widening and improving this corridor is vital to easing congestion and improving the commute for the people who live, work, and travel here.”

“I’m extremely grateful to Secretary Carroll and his team for committing to funding the remainder of the project if Butler County receives a federal infrastructure grant. I also want to thank the important decision-makers in our community for all the work they’ve done on this project to get us where we are today,” Dukes said. “With the committed funding from the state, we’re one step closer to finally finishing this important project.”

In order to address our critical gap in AI in education, the House Education Committee will be considering a package of bills intended to establish necessary guardrails for AI use and provide educators with meaningful resources and guidance on this technology. My legislation would require schools to adopt a clear local policy governing the responsible use of AI by students and staff.

These policies would outline the acceptable and prohibited uses of AI, require human oversight of AI-generated content and high-stakes educational decisions, provide data transparency and privacy to students and families.

I invite you to co-sponsor this legislation to promote the responsible innovation of AI in our schools. Together, we can ensure schools are prepared to use these technologies thoughtfully and responsibly.

Fresh off an upset win in Butler County, state Rep. Brandon Dukes (D-Cranberry) will soon introduce a bill banning Flock and most other automated license plate readers in Pennsylvania.

What they're saying: "When it comes to people's privacy, that is something I take seriously," Dukes told Axios. "It's something I wanted to take action on as soon as I got to Harrisburg."

Dukes said all ALPRs, including Flock cameras, should be banned in the state. His bill exempts license plate readers that collect tolls on the state toll roads.
