2026 Pennsylvania General Election

What do you see as the most pressing issues facing residents of your district, and how would you address them?
COST OF LIVING During the last four years, PA Democrats passed seven tax cuts. I will defend this progress, fight to end loopholes that benefit wealthy corporations, and continue voting to raise the minimum wage.
HEALTH CARE Devastating health care cuts by Republicans in Washington and private equity owners running area hospitals into the ground have put lives at risk. I will continue to fight for state funding to research and find cures for debilitating diseases; and to get private equity out of our health care system.
DATA CENTERS Residents feel overwhelmed and outraged by the deluge of potential data centers in our region. I will keep pushing legislation to protect communities and keep this fast-moving industry in check.

Vote411 | Pennsylvania State Representative District 112

What are your thoughts on the state budget process? What changes, if any, would you support so that the budget is enacted in a timely manner?
State budgets are moral documents, with real lives and livelihoods behind the numbers. Budgets should be passed on time, with good-faith negotiations commencing much earlier in the year. State government must "live within its means" while also providing for critical functions and services; both are achievable.

MJFF joins Pennsylvania Representative Kyle Mullins (D-112) and advocates to announce a new effort to secure state funding for neurodegenerative disease research.

On November 12, 2025, Pennsylvania Governor Josh Shapiro (D) signed the state’s annual budget into law, which included $5 million in new funding for neurodegenerative disease research. With this investment, Pennsylvania joins a growing number of states directly funding research on Parkinson’s, Alzheimer’s, ALS and other brain diseases.

This effort was spearheaded in the state legislature by Representative Kyle Mullins (D-112) who partnered with Representative Bryan Cutler (R-100) to lead a bipartisan effort to officially secure the funding as part of the state’s $50.1 billion budget.

Healthcare

Mullins believes that creating a climate for good jobs and opportunities means strong communities. These opportunities must be available at family-sustaining wages so that our young people can stay and build families of their own in Northeast Pennsylvania. He also believes it is crucial that the House and Senate work together to find real property tax solutions for homeowners and especially for our seniors – solutions that must be accomplished while increasing our commitment to educating our school children.

Education

Should the state legislature enact laws concerning the impacts on water, energy, or land use from the development and operation of data centers? Would state regulation of data center development and operation interfere with the authority of municipalities to establish ordinances under the MPC (Municipal Planning Code)?
Our region is still dealing with the aftermath of the boom and bust of the coal mining industry. Public officials must be proactive this time around as we face new industrial development. We are crafting and passing legislation to: - Establish community standards for water usage, acceptable distance from residents, noise levels, and host agreements - Require disclosure of water and power usage plans - Pause large-scale data center development until municipalities and the state can update zoning and regulations, respectively - Protect utility customers from bearing the costs of data center construction or infrastructure

Proposes data-center standards for water use, setbacks, noise, disclosure, and utility costs, while pausing large developments pending updated rules.

Public Safety

What changes, if any, would you support to enable better access, ensure security, and support the processes of our elections?
Voters deserve a secure, fair, and convenient way to legally cast their ballots. That means protecting mail-in voting; requiring county drop boxes; and authorizing same-day voter registration. These are things I have and will continue to vote for in the PA House.
