About Justin | Justin Fleming for PA

As a young child I grew up in poverty, relying on public housing, free and reduced lunches, and food stamps. Our family used those public benefits as a bridge to the middle class. The quality public education I received allowed me to attend college. The availability of subsidized student loans allowed me to graduate from Millersville University.

I am extremely blessed. I was able to obtain a college degree. I have an amazing, supportive wife, son, and daughter. I've been able to have fulfilling employment in public service and advocacy for social work, mental health, and children's issues.

Families

Income inequality has continued to grow over the last four decades and the number of middle-income families is shrinking. Support for working families begins with investing in high-quality, affordable child care enabling parents to work. We also need to strengthen existing unions and promote policies making it easier for workers to organize and speak with a stronger, unified voice. Finally, we need to commit to paying every Pennsylvanian a family-sustaining wage.

Income inequality has continued to grow over the last four decades and the number of middle-income families is shrinking. We also need to strengthen existing unions and promote policies making it easier for workers to organize and speak with a stronger, unified voice. Finally, we need to commit to paying every Pennsylvanian a family-sustaining wage. I’ll never support policies that pit workers against one another and promote a race to the bottom.

The most pressing issue facing families in the 105th district is the rapid increase in food, utilities, housing, gas and more without a commensurate increase in people's paychecks. In the PA House, I have supported an increase in the minimum wage as well as paid sick leave and family leave. In addition, the legislature passed and Gov.
Shapiro signed the largest expansion of Property Tax & Rent Rebate in history as well as the Working Families Tax Credit which matches the federal Earned Income Tax Credit putting more money back in the pockets of seniors and working families. I'm currently working on legislation that would make high quality child care and pre-k more affordable as well.

Education

We need increased funding to give more children access to Pre-Kindergarten programs and support a multi-faceted K-12 education system, including career and technical education. A child’s zip code should not determine the success they will have in school. We need a fair and equitable system of public education that truly prepares the next generation of great thinkers and problem solvers.

My impending legislation will create a comprehensive support system through four key initiatives:
1. School Implementation Grants: Establish a dedicated funding program to help schools transition to and maintain evidence-based reading instruction programs for all students, removing financial barriers to adoption.
2. Early Detection and Intervention: Mandate regular reading competency screenings for students in kindergarten through third grade, coupled with targeted intervention plans for students showing reading deficiencies. This early identification system will help prevent reading difficulties from becoming long-term obstacles.
3. Expert Reading Coach Program: Deploy a specialized team of reading coaches from the Department of Education to schools with the highest concentration of struggling readers. These coaches will work directly with principals and teachers to strengthen reading instruction and implement effective interventions.
4. Teacher Retention Initiative: Address the critical shortage of reading teachers in elementary education by providing grant funding for retention bonuses in high-need areas of the Commonwealth, ensuring our most vulnerable students have access to experienced reading instructors.

This comprehensive approach will strengthen our commitment to evidence-based literacy instruction and help ensure every Pennsylvania student develops strong reading skills.

I believe there can be a balance between local control of planning and zoning and reasonable regulations to ensure that data centers don't use over-use public utilities and resources. I was proud to vote for House Bill 1834 that creates a regulatory framework for data centers to operate in Pennsylvania. The legislation prohibits utilities from shifting costs related to data centers onto ratepayers.

If a data center uses more resources than individual consumers, they should pay their fair share to operate in Pennsylvania. The bill would also require data centers to make contributions to the state's Low Income Home Energy Assistance Program.

First Responders

First Responders keep communities safe and try to help when residents are experiencing their worst moments. They help us, but the number of working volunteer firefighters has been in decline for decades and EMS companies are experiencing massive personnel shortages. We need to provide additional resources to our public safety professionals and do more to help those who help us in times of emergency.

Introduced legislation to simplify Miranda rights for juvenile suspects.

During his first term, Fleming has introduced legislation which would enable homeowners to disavow restrictive covenants on their property deeds, bolster literacy for school children, simplify Miranda Rights for juvenile suspects, and incentivize re-development of shopping malls. Additionally, he has co-sponsored dozens of other legislative proposals.

I'm in favor of allowing Independent and Non-affiliated voters to vote for candidates in primary elections. Our closed primary system equates to taxation without representation and that is wrong. During PA House Appropriations hearings, PA Department of State Secretary Al Schmidt noted that his department is prepared to ensure the security of our elections from individuals who are not authorized to be at polling places.

I'm also in favor of paying election workers more money to reflect their commitment to the assurance of free and fair elections. I think that there is a reasonable amount of time from when the Governor presents his budget (typically early February) to negotiate a balanced budget by June 30.
