A small business owner, Russ knows firsthand the struggle that entrepreneurs face when trying to grow and expand. That’s why he continues to fight to ease the tax burden on Pennsylvanians and remove unnecessary regulations that stand in the way of job creation. Putting people back to work is one of his top legislative goals.

“Our small business owners continue to face challenges when attempting to expand. In some cases, the road blocks come from trying to acquire required permitting to build – permitting that can take years instead of the few months it takes in neighboring states. Other times, tax burdens stand in the way of job creation,” Diamond said. “Problems facing small business owners will continue to be my focus in the new legislative session.”

Diamond Vows to Continue Pursuit of Tax Reform in New Legislative Session

Pennsylvania’s outdated system of property taxation unduly burdens seniors, making it impossible for many to afford to keep their homes. Russ is fighting to eliminate property taxes, a move that would increase access to home ownership and spark economic growth.

Diamond also supports overhauling the Commonwealth’s two statewide pension systems to reduce the state’s debt burden and keep Pennsylvania solvent for our children’s future.

HARRISBURG – With the deadline for the General Assembly to regulate skill games in Pennsylvania just weeks away, Rep. Russ Diamond (R-Lebanon) has introduced House Bills 2801 and 2802 to legalize and regulate skill games while providing Pennsylvania homeowners nearly $1 billion in additional property tax relief.

Pair of Bills Would Finally Address Skill Games in Statute, Diamond Says

Under Diamond’s proposal, skill games would be regulated and taxed at a rate of 20%, with up to five machines permitted only in clubs, liquor-licensed restaurants and bars, and qualified truck stops. The legislation would also reduce the tax rate for casino-based slot machines to 49.9% and establish the same rate for all online casino games.

Instead of offering property tax relief through the homestead/farmstead exclusion currently hidden on school property tax bills, Diamond’s plan would deliver relief through a direct annual gaming dividend payment to Pennsylvania’s 2.87 million qualified homeowners.

The language requires the licensing boards and commissions under the Department of State to reinstate any license, registration, certificate or permit that was suspended or revoked specifically for failure to comply with COVID-19 protocols set forth by the Governor and the Secretary of Health. Additionally, the legislation requires the licensing boards and commissions to remove any disciplinary action taken by a licensing board on a licensee during COVID-19 for failure to comply with COVID-19 protocols, such as warning letters, fines and other actions that may appear on a licensee’s disciplinary history.

HARRISBURG – Legislation sponsored by Rep. Russ Diamond (R-Lebanon) to allow previous property owners to access radon data from the Pennsylvania Department of Environmental Protection (DEP) passed the House 176-27 today. Under current law, there are restrictions that prohibit DEP from sharing data it has collected regarding radon levels. Diamond’s bill would allow previous homeowners to access the data if they owned the property during the time the data was collected.

“Pennsylvania ranks among the worst states in the country for radon levels, which exposes many families in the Commonwealth to harmful, radioactive particles,” Diamond said. “Pennsylvanians concerned about radon on their property can seek testing information from DEP; however, there are currently limitations on how that data can be shared. My bill would peel back some of those limitations, so previous property owners can access DEP’s data.”
