Coley Hall at The Liberty began as a run-down century old Tobacco Warehouse. After being purchased by Elkin native Cicely McCulloch, the space was transformed into a beautiful wedding venue.

Elkin Developer Cicely McCulloch used many tools common to economic developers. Two-thirds of the project is being financed through historic tax credits. The developer is also using Mill Rehabilitation Tax Credits. One-third is financed through a conventional loan. The project used the Building Reuse and Renovation Grant Program through the NC Rural Economic Development Center. The Town of Elkin and Surry County awarded local incentive grants.

The three Elkin board seats up for election in November are currently held by Eidson, Ray and McCulloch.

Eidson has served on the town board since 2017. McCulloch was first elected in 2009. Ray was appointed to serve on the board in January of 2025.

The Town of Elkin's commissioner directory also lists McCulloch as having started in 2009, with a term expiring in December 2026.

public comments.
Cicely McCulloch, owner of the property, asked the Board to
consider the proposal. Ms. McCulloch stated that a majority of
the builders for the renovation are from Surry County.

The proposal concerned county incentives for Project Liberty's direct investment at 222 East Main Street in Elkin. The resolution described a five-year county incentive grant, matching a Town of Elkin grant up to $37,248, and tied reductions in the grant to investment and employment benchmarks.

Economy

McCulloch, who is also a commissioner for the Town of Elkin, said that the Reeves was saved initially from possible demolition.

“With all of the repairs and abatement necessary to get the building to where it’s at today and placed in the hands of someone willing to keep Reeves alive, that alone is a major accomplishment,” said McCulloch.

According to McCulloch, that’s why putting the building in the hands of a private owner could be the missing ingredient.
