Connie Molland is originally from rural Northern Illinois. She earned an associate's degree in science of banking in 1988 and a bachelor's degree in business administration in 1992 from the University of Indianapolis. She has been married to Rick for more than 30 years and is a stepmother of two.

In 2009, I was hired to help create the Downtown Marshall Association and remain active today as Treasurer. In 2010, I co-founded Flow Gallery alongside seven other local women artists — and I'm proud to say I'm the last original owner still running the business.

My career has prepared me to serve Madison County in a way few candidates can offer:

Economy

Since announcing her candidacy, people from every corner of the county have come to Connie to share what matters most to them. She's been listening. As Commissioner, Connie will hold open community input sessions, ensuring every neighborhood has a seat at the table. She believes that good decisions don't happen behind closed doors — they happen when elected officials show up, ask questions, and bring people together around common ground.

Connie Molland Priorities

Count on Connie to provide smart, effective oversight of county services — without micromanaging the people doing the work. Connie has spent decades managing projects, non-profits, events, and businesses with a consistent track record of finding operational efficiencies through collaboration rather than conflict. As Commissioner, she will work across departments to identify where county services can be improved, support regular public reporting so taxpayers know how their money is being spent, and bring the same results-driven approach to county government that she has applied throughout her career in business and community leadership.

The chair of the Board of Commissioner’s was within the policy for how the public comment period would be handled, but I think that this should have been communicated at least 24 hours prior to the meeting. Additionally, maybe the other members of the board should have cautioned him on the approach that he was taking.

Connie knows that growth without a plan isn't progress. As Commissioner, she will ensure that local zoning laws, development policies, and land use decisions are made thoughtfully — with an eye toward preserving the natural beauty of our mountains, protecting flood plain communities in the wake of Hurricane Helene, and maintaining the rural character that makes Madison County home. Every policy decision will be grounded in research, community input, and a long view of what's best for the people who live here now and the generations who will follow.

Housing & Urban Development

I also hear Madison County residents sharing their concerns about the safety of their personal information and that they are afraid of how their information might be shared or used. This is where the issue gets tricky as we don’t have access (yet) to the contract between the Madison County Sheriff’s Department and the company that owns the Flock technology to see exactly what happens with personal data and what agencies might have access to it. I have submitted a public records request to get a copy of that contract when it is signed.

I want to support those who work in law enforcement so that they will be able to continue to keep our county residents safe AND I want to ensure that our personal data is kept safe. Our community needs to look for ways to hear each other and work together to find solutions.
