Bill is the son of the late William "Gene" Carter and Leslie Carter who devoted their lives serving Clay County. Bill graduated from Hayesville High School in 1979 and then graduated from Western Carolina University in 1985.

He has worked thirty (30) plus years in the transportation industry in various managerial roles retiring from Fed Ex Express in 2021. After retiring from Fed Ex Express, he returned to his native home in Clay County.

He has a son, Dalton; a daughter Claudia, and two granddaughters. He is an avid outdoors person and has a deep passion for Clay County, its history and its way of life.

William "Bill" Eugene Carter, Jr. was appointed as County Commissioner at the regular called board meeting of the Board of County Commissioners on April 2, 2026. The sitting Clay County Board of Commissioners appointed Bill to fill the vacancy created by Commissioner Dwight Penland upon recommendation of the GOP Executive Committee (per North Carolina statute).
