The Fayetteville Observer identified Brown as an incumbent seeking reelection and stated: “Board Vice Chair Jacquelyn Brown, who holds one of the three seats, has refiled.” Its candidate profile added: “Brown, of Hope Mills, is in her first term after winning her seat in the 2022 election.” Cumberland County Schools’ board page identifies her as “Vice Chairwoman” and “At-Large.”

Jacquelyn was elected to the Cumberland County Board of Education in 2022 and is serving her first term.

The Cumberland County Board of Education voted 5-3 to close Manchester Elementary and J.W. Coon. The article reported that consolidation was expected to save more than $630,000 per school annually. It then stated that Vice Chairwoman Jacquelyn Brown said the savings were necessary: “Saving that is critical to addressing our deficit and persevering staff positions that directly support students .. this is what makes tonight a difficult tasks,” Brown said.

In response to a question on teacher vacancies, hiring, and retention, Brown said: “On a more personal level, we have to treat our teachers and staff with respect. No one wants to work in a place where they feel overworked and unappreciated. If we are to attract and retain teachers in Cumberland County, we first need to start with the simple solution of respecting and supporting the teachers that we have now.”

Jacquelyn Brown was asked what more the school system could do to hire qualified teachers and retain them. She answered: “On a more broad scale, I feel that we must provide a more adequate financial compensation package for teachers in North Carolina. We are not going to get the best teachers in Cumberland County if North Carolina is frequently being listed as one of the states with the lowest financial compensation for teachers.” She added that better compensation would help attract teachers and reduce retention problems.

Asked whether restrictions on curriculum, classroom teaching, and books were needed, Brown responded: “I think parents and educators should be a team when it comes to their children. I also think that it should be mandated that books and information that are taught in the classroom be age appropriate. I also think that parents should play a major role in this debate. Parents have the right to know what is being taught at the school their child attends, and having a say about it.”

Asked whether classroom learning was back on track after COVID-19-era virtual learning and what should be done about students’ emotional and mental-health needs, Brown answered: “Distance learning took away the ‘human’ component of direct learning. I do not think the classroom is back on track now that the pandemic has eased. We are going to need more counselors in the schools. The students who are having trouble getting back on track after the pandemic will need to be able to discuss the issues they are having emotionally as well as academically with someone.”
