Latoya L. LeGrand earned her associate's degree in paralegal studies from LaGuardia Community College and her bachelor's degree in cultural anthropology from City University of New York (CUNY), John Jay College. 

Latoya is a district manager at the New York State Senate, a chair of education committee community board 12 for the Office of the Queens Borough President, found of Project II Projects, Inc, a non-profit organization, and a New York State notary.
