Steffen was the only candidate who explicitly came out against more development, something that is reflected in his voting record.

“I am choosing to run again to continue to be a voice against development,” Steffen said. “Most of the time I am a lone voice. Someone needs to speak out against the rampant over-development we are experiencing.”

Steffen’s main concern was with residential development.

When discussion flagged, Mayor Reinersman reopened the council meeting and asked for a motion on the second reading of the ordinance that changed the zoning to permit the map amendment and concept development plan.

The silence was deafening.

Finally, Councilmember Greg Steffen made a motion to deny the development. Council member Carol Franzen seconded the motion. In addition to Steffen and Franzen, Matthew Fehler, and Chris Vogelpohl voted yes to deny, while Tom Brinker and Greg Waite voted no.

The proposed development included 336 apartments in approximately 14 buildings on 23.1 acres, with a requested rezoning to multi-family residential Planned Unit Development.

Steffen’s main concern was with residential development. On the other hand, he was complimentary of much of the commercial development that’s recently come to the city as it’s allowed the city “to continue to hold the property tax at its current rate for several years. I have been opposed to some of the placement of new business development, but overall, it is a good thing.”

Supports commercial development overall while opposing some locations for new businesses.

- The duties of the mayor depend on the type of government within the city,
- If the city has a mayor-council form of government, the mayor is responsible for the executive and administrative functions of the government. They oversee all city departments, but cannot vote in most council matters.
- If the city has a mayor-aldermen form of government, the mayor is responsible for executing and enforcing local and state laws. The mayor may appoint city officials with approval from the aldermen.
- If the city has a mayor-commission form of government, the mayor presides over the city commissioners and can vote within the commission. The mayor is responsible for executing all decisions reached by the commission.
- If the city has a city manager form of government, the mayor presides over the city commissioners and can vote within the commission. The mayor is recognized as the head of the city department but does not have any regular administrative duties.
- City mayors are elected during general elections for a four-year term. Most cities in Kentucky hold nonpartisan elections for mayor.
