The city has a major interstate exit with bustling commercial development, but there is also a city that is home to residents. How would you describe the Crescent Springs that others don’t see as they drive past or pop in quickly for a trip to one of your chain stores? Smith: Crescent Springs is a small, safe community with a wide range of services including a lot of local family-owned businesses that bring character to the city as well as many large service companies that make it convenient to live here and not have to leave the area. The city has a centrally located large park that kids as well as adults can enjoy and relax at. It hosts several activities throughout the summer. My wife and I have lived here for over 35 years and we love the central location to everything. It’s a great place to live!

Most of the expenses, Chief Jeff Wendt told LINK nky on Monday before the meeting, were slated to cover part-time staff who had clocked overtime hours within the last fiscal year. An even split emerged on the city council. Three Members, Jeff Smith, Jeannine Bell Smith and Don Kiely, opposed the additional allocation, whereas members Bob Mueller, Carol McGowan and Mark Wurtenberger were in favor of it. Daugherty tended to side with the latter group. The Department’s critics expressed worries about ballooning costs, a lack of government transparency and what they argued was the department’s circumvention of established procedure, specifically by hiring three full-time staff without getting a vote from the council. Jeff Smith characterized giving the allocation as “rewarding the Crescent/Villa Fire Authority, rather than disciplining them for their breach of contract. So, I’m just thinking that they should have followed the proper channels when they hired.”

The motion to table was introduced by Council Member Jeff Smith. “I ask that (the ordinance) be tabled until infrastructure improvements are realized and put on paper plans, as well as an estimate for the road improvements because I don’t believe we’ve seen any numbers as far as what this project may or may not cost,” Smith said.

Smith also recommended that a new survey be sent to the residents on the proposed one-way streets. Smith and Council Members Jeannine Bell-Smith, Mark Wurtenberger and Don Kiely voted in favor of tabling. Council Members Bob Mueller and Carol McGowan voted against tabling.

Why are you running for this office and what would be your top priority if elected? Jeff Smith: I am running for the mayor’s office because the city hasn’t had solid leadership in some time. The new mayor elected will be the fourth mayor the city has had in less than two years. My top priority if elected would be to work towards resolving the traffic issues we have on Buttermilk Pike and some of the main thoroughfares and side streets. Keeping the city’s infrastructure maintained would be key as well. The city doesn’t have a long-term repair/replacement schedule for its most valuable assets, their streets, which will be implemented.

What are the most significant infrastructure concerns in your city and what should be done to address them? Smith: Traffic on Buttermilk Pike during the rush hours in our city has gotten out of hand. Traffic light timing seems to be part of the issue. I would work with state officials to potentially find a solution to this problem. My other concern is that there are some streets in the city that haven’t seen attention in over 20 years. I would help devise a 5-to-10-year street program that would be key to keeping the city’s roads repaired and replaced.

With heightened concern around the region related to pedestrian and cyclist safety, what do you think should be done to improve this area in your city? Smith: As far as cyclist and pedestrian safety goes, the City of Crescent Springs has sidewalks throughout its many neighborhoods, with a newly finished section along Western Reserve. Areas that could be addressed would be connecting the subdivisions off of Amsterdam Rd. with the new section on Bromley-Crescent Springs Rd.

Cities have benefited from federal funds to recover from the pandemic, but that one-time cash infusion is unlikely to happen again. What steps should be taken to ensure that the city remain on strong financial footing? Smith: Leaders should be able to administer a solid budget using the revenue made available to them with minimal amending of the budget. Programs and items that don’t directly affect the community’s welfare and safety should be reviewed and addressed. Finding ways to save money and put it to work where needed will be my initiative.

- The duties of the mayor depend on the type of government within the city,
- If the city has a mayor-council form of government, the mayor is responsible for the executive and administrative functions of the government. They oversee all city departments, but cannot vote in most council matters.
- If the city has a mayor-aldermen form of government, the mayor is responsible for executing and enforcing local and state laws. The mayor may appoint city officials with approval from the aldermen.
- If the city has a mayor-commission form of government, the mayor presides over the city commissioners and can vote within the commission. The mayor is responsible for executing all decisions reached by the commission.
- If the city has a city manager form of government, the mayor presides over the city commissioners and can vote within the commission. The mayor is recognized as the head of the city department but does not have any regular administrative duties.
- City mayors are elected during general elections for a four-year term. Most cities in Kentucky hold nonpartisan elections for mayor.
