In a November 2023 candidate profile, Ziegler explained that he ran after criticizing how a council vacancy was filled. He said, “I don’t think the process was very fair,” Ziegler said, arguing the council hadn’t done enough to advertise the vacancy. “They didn’t let the residents in the city know that there was an opening,” Ziegler said.

Local 12 asked Ziegler if he will promise to help residents if they suffer damage caused by the Cityview Station development. Ziegler said: "Exactly. I plan to find some way to hold their feet to the fire. We need to have someone up there to watch everything that's going on in some manner. I'm not sure how that's done yet, but in working with the other councilmembers, I'm hopeful we can come to some kind of resolution to that," Ziegler responded.
