Billy Mitchell is originally from Savannah, Georgia. He received his bachelor's degree from the University of Southern California and his law degree from Atlanta Law school. He lives with his wife, Shawn. They have two children and are members of the Saint Philip AME Church, where Billy serves as an officer.

Billy has worked as a lecturer at Kennesaw State University, Burris Institute for Elected Officials, and Clark Atlanta University.

Billy currently serves as Georgia State Representative, District 88. He was first elected in 2002 and is serving his 12th term. He previously served on the Stone Mountain City Council from 1995 to 2002.
