Tracy Norman is originally from Lexington, Georgia. He earned his bachelor's degree in business law and risk management from the University of Georgia and his master's degree in business administration from the University of Phoenix. He currently lives in Crawford, Georgia.

Tracy currently serves as an Oglethorpe County commissioner, District 5. He was first elected in 2018 and is serving his second term.

Tracy currently works as a sourcing lead at Boehringer Ingelheim, a pharmaceutical company. He previously worked as a senior manager at Boehringer Ingelheim Animal Health, a senior manager of CAPEX Procurement at Sanofi, a process excellence expert at Endo Pharmaceuticals, and a supplier manager at Ethicon Endo-Surgery.
