Joann has degrees from Tuskegee University and the University of Illinois and a PhD in education policy from UW-Madison. She has lived in Madison for 50 years.

Joann is retired. She previously worked in clinical roles and was the assistant dean and director of multicultural affairs at University of Wisconsin's School of Pharmacy.
