Mark Baker is originally from Atlanta, Georgia. He has a bachelor of arts in history, a master of arts in history, and a doctorate in history from Clark Atlanta University. He lives in South Fulton.

Mark is a retired resource officer and certified instructor at Fulton County Schools. He previously worked as a professor of African American and Women Studies at Clark Atlanta University. He was elected to the South Fulton City Council in 2017.

Mark is a former South Fulton city council member who served two terms. He was elected in 2017 and previously ran for Congress in 2020 and 2022 but did not win.
