Frank has an associate's degree in criminal justice. He and his wife, Janice, live in the Mount Vernon Woods neighborhood. He has three adult sons and five grandchildren.

Frank previously worked for the City of Atlanta and City of Sandy Springs police departments. He also served in the U.S. Navy during the Vietnam War.

Frank's campaign for Sandy Springs City Council Member, District 4 is his first entry into politics.
