Javier earned an associate degree in criminal justice from the Alamo Colleges District and a bachelor's degree from Wayland Baptist University. He also holds a master peace officer license from Texas Commission on Law Enforcement. He is married and has two daughters. 

Javier previously worked for the San Antonio Police Department as a patrolman, in the executive protection detail, and eventually as director of the department's integrity unit.
