Rick was born in Fort Worth and currently resides in Tarrant County. He received his bachelor's degree from Texas Tech University and a master's degree from Texas Christian University. Rick and his wife Sheila have been married for 35 years and attend White's Chapel Methodist Church in Southlake. He is currently the Chairman of the Tarrant County Republican Party.

Rick is a business coach, leadership trainer, and former administrator at Texas Christian University. He served as Director of the North American Interfraternity Conference and held various leadership roles on 14 non-profit Boards of Directors. 

Rick Barnes previously served as Mayor Pro-Tem in Keller from 2014 to 2017. He ran for Tarrant County Tax Assessor-Collector in 2018 but did not win.
