Christopher is from Thornburg, Pennsylvania. He earned his bachelor of science degree from the United States Naval Academy and his law degree from Georgetown University. 

Christopher previously worked as a voting rights attorney at the Brennan Center for Justice and served as the policy director at Pitt Cyber. He served as an officer in the U.S. Navy.
